Background
This legislation authorizes the Director of Public Safety, on behalf of the Division of Support Services to modify to add additional funding and to extend the current term contract with and issue a purchase order to Language Line Services, Inc. dba Language Line Solutions for telephonic interpretation services in the 9-1-1 Emergency Communication Center. This ordinance will extend the term of the contract through March 31, 2026.
Contract Compliance number: CC-010275 Language Line Services, Inc 77-0586710, expires February 27, 2027.
Emergency Designation: Emergency action is requested to ensure that the 9-1-1 system is being maintained and to prevent a lapse in this critical service to the citizens of Columbus.
Fiscal Impact:
Funds are available in the Division of Support Services General Fund budget for these services. Year-to-date, the Division of Support Services has spent/encumbered approximately $50,000.00 for these services. This ordinance authorizes an additional $50,000.00, increasing the total expenditure to $100,000.00 from the General Fund.
Amount of additional funds needed: $50,000.00 for a new maximum of $100,000.00
Reason need for additional services could not be foreseen: The possible need for additional services was known which is why the Department is preparing to publish a formal bid however that process will not be completed prior to contract termination.
Why other procurement processes are not in the city's best interest: The Department of Public Safety is in the process of putting out a formal bid for telephonic interpretation services. In the meantime, it is necessary to extend the current contract to prevent a lapse in these critical services.
How the price for services was determined: The price for services was initially determined through a quote and negotiations with the vendor.

To authorize the Director of Public Safety modify and extend the current contract with Language Line Services, Inc. dba Language Line Solutions, for telephonic interpretation services; to authorize the expenditure of $50,000.00 from the General Fund; and to declare an emergency. ($50,000.00)
Body
WHEREAS, the Division of Support Services contracts for telephonic interpretation services in the 9-1-1 Emergency Communication Center; and
WHEREAS, the need exists for the Division of Support Services to modify and extend said contract for telephonic interpretation services in the 9-1-1 Emergency Communication Center; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Support Services, in that it is immediately necessary to authorize the Director to modify and extend the current contract with Language Lines Services, Inc. dba Language Line Solutions for telephonic interpretation services in the 9-1-1 Emergency Communication Center to ensure the continuation of support in the City's 9-1-1 Emergency Communication Center without interruption, all for the immediate preservation of the public health, peace, property, safety, and welfare, and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Safety is hereby authorized to modify and extend the current professional services agreement with Language Line Services, Inc. dba Language Line Solutions for telephonic interpretation services in the 9-1-1 Emergency Communication Center, for the Division of Support Services.
SECTION 2. That the amount of $50,000.00, or so much thereof as may be needed, is hereby authorized to be expended from the General Operating Fund per the account codes in the attachment to this ordinance; and the contract will be extended through March 31, 2026.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish accounting codes as necessary.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor at the earliest period allowed by law.
