CITY DEPARTMENTS' RECOMMENDATION: Approval. The 2.31± acre site consists of the eastern portion of a parcel developed with a religious facility in the R-2, Residential District. The requested L-C-4, Limited Commercial District will allow limited commercial uses, including event and assembly space uses. Staff supports the proposed L-C-4 district as the allowed uses in the text are consistent with the North Central Plan’s (2002) recommendation of “Neighborhood Commercial Services” land uses at this location.

WHEREAS, application #Z25-018 is on file with the Department of Building and Zoning Services requesting rezoning of 2.31± acres from R-2, Residential District, to L-C-4, Limited Commercial District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the North Central Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the proposed L-C-4, Limited Commercial District allows certain C-4 uses that are consistent with the North Central Plan’s recommendation of “Neighborhood Commercial Services” land uses at this location; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
1815 WOODLAND AVE. (43219), being 2.31± acres located on the west side of Woodland Avenue, 331± north of Argyle Drive, and being more particularly described as follows:
Situated in the State of Ohio, County of Franklin and in the City of Columbus:
Being in Quarter Township 3, Township 1 North, Range 17 West, United States Military Lands, and being a 2.31+/- acre portion of a 3.227 acre tract, conveyed at Tract I and a portion of a 0.459 acre tract, conveyed as Tract II, to NJEH Real Estate LLC, by deed of record in Instrument No. 202412180133151, all references being to the Recorder's Office, Franklin County, Ohio and bounded and described as follows:
Beginning at a point at the southwest comer of said Tract I, at the northeast comer of Lot 59 and the northwest comer of Lot 60, each as shown upon the plat entitled Argyle Park, of record in Plat Book 36, Page 6;
Thence N 03° 45' 25" E crossing said Tract I a distance of 206.68 feet to a point in a north line of said Tract I and in the south line of a 2 acre tract of land conveyed, as Parcel Two, to Jordan Baptist Church, of record in Instrument No. 200005010083878;
Thence S 86° 22' 00" E along a portion of a north line of said Tract I, along a portion of the south line of said Parcel Two, and along a portion of the north line of said Tract II a distance of 488.61 feet to a point in the west right-of-way line of Woodland Avenue (variable width); thence S 05° 12' 37" W crossing said Tract II, crossing said Tract I, and along the west right-of-way line of Woodland Avenue a distance of 207.87 feet to a point in a south line of said Tract I and in the north line of an original 2 acre tract of land conveyed to Clinton Goodwin, by deed of record in Instrument No. 201410310144394;

1. INTRODUCTION: The purpose of this zoning application is to rezone the defined property from R-2 to the L-C-4, Limited Commercial District to allow the existing religious facility to be used as an event center and other commercial activities.
2. PERMITTED USES: Permitted uses for this subarea are contained in Section 3356.03(A) and (B) (C-4) respectively of the Columbus City Code. An event center is proposed which activities include but are not limited to the following uses: weddings, birthday parties, baby showers, graduations, corporate meetings, etc. Concerts are prohibited.
