Explanation
 
Background:  This legislation authorizes the City to enter into a contract in an amount up to $315,052.30 for the Sawmill/Billingsley Road Intersection Improvement project and to pay construction inspection costs up to $40,956.80.
 
This project consists of adding a northbound right hand turn lane on Sawmill Road south of Billingsley Road.  The turn lane extends past the shopping center access road.  In addition, a six-foot wide concrete sidewalk and ADA compliant curb ramps will be provided.
 
Following the construction of the Sawmill Road and I-270 Single Point Urban Interchange (SPUI), the intersection of Sawmill Road and Billingsley Road became a choke point for motorists, which to date continues to interfere with the operations of the SPUI and westbound traffic on I-270 east of Sawmill Road.  Lengthening the existing northbound right turn lane onto Billingsley Road will provide relief to some of the traffic congestion along Sawmill Road in this segment.  Design was initiated by the City with Prime Engineering in 2004.  The construction plans were approved in 2005.  Right-of-Way was acquired in 2006.
 
The estimated Notice to Proceed date is April, 2007.  The project's construction has been given 45 days to be completed.  The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange.  Eighteen bidders/suppliers were solicited (Sixteen majority, two minority) and twelve bids were received (ten majority, two minority) and tabulated on January 18, 2007 as follows:

Award is to be made to Columbus Asphalt Paving, Inc., C.C.# 31-0857095 (expiring May 23, 2008), as the lowest, best, most responsive and most responsible bidder.
 
Emergency action is requested to allow immediate expenditure of the necessary funds so that construction of this needed improvement may begin in April, 2007.
 
Fiscal Impact:  This ordinance authorizes the expenditure of $356,009.10 or so much thereof which is budgeted and available within the 1995, 1999, 2004 Voted Streets and Highways Fund for this work.  The total cost for this contract includes construction inspection.

($356,009.10).
 
Body
 
WHEREAS, bids were received on January 18, 2007, and tabulated on January 19, 2007, for the Sawmill/Billingsley Road Intersection Improvement project and a satisfactory bid has been received; and
 
WHEREAS, it is necessary to provide for construction inspection costs; and
 
WHEREAS, it is necessary to authorize the expenditure of funds for the project to proceed; and
 
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division in that the contract should be awarded immediately so that the work my proceed without delay, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Public Service Director be and is hereby authorized to enter into a contract with Columbus Asphalt Paving, Inc., 1196 Technology Drive, Gahanna, Ohio 43230, for the construction of the Sawmill/ Billingsley Road Intersection Improvement project in the amount of $315,052.30 for the Transportation Division in accordance with the specifications and plans on file in the office of the Director of Public Service, which are hereby approved; to obtain and pay for the necessary inspection costs associated with the project up to a maximum of $40,956.80.
 
SECTION 2.  That for the purpose of paying the cost thereof, the sum of $356,009.10 or so much thereof as may be needed, is hereby authorized to be expended from the 1995, 1999, 2004 Voted Streets and Highways Fund, Fund 704, Transportation Division, Department No. 59-09, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385, Project 530161.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
