Explanation
This legislation authorizes the Director of Public Utilities to enter into a contract to install a street lighting system in the Pine Hills neighborhood. This legislation also authorizes an amendment to the 2005 Capital Improvements Budget.
The bid opening was advertised in the City Bulletin and three bids were received and opened by the Director of Public Utilities on December 7, 2005. Two bids were from majority business enterprises and one was from a certified emerging female business enterprise. The bids have been evaluated and an award is recommended to U.S. Utility Contractor Company, as the lowest responsive and responsible bid received. Please see attachments to this ordinance for further bid information.
In addition, approval is requested for the expenditure of $40,346.00 to pay the estimated construction inspection costs to the Transportation Division.
Emergency action is requested in order that the contract may be executed and construction may be completed during the 2006 construction season.
FISCAL IMPACT: There is sufficient funding in the Voted 1995 and 1999 Street Lighting and Electricity Distribution System Improvements Fund. This legislation amends the 2005 CIB to provide funding authority in the Pine Hills Street Lighting project.

To amend the 2005 CIB, to authorize the Director of Public Utilities to enter into a contract with U.S. Utility Contractor Company to install a street lighting system in the Pine Hills neighborhood; to authorize payment to the Transportation Division for inspection services provided to the Division of Electricity for said project; to authorize the expenditure of $246,966.05 from Voted Street Lighting and Electricity Distribution Improvements Fund; and to declare an emergency. WHEREAS, bids were received and opened by the Director of Public Utilities on December 7, 2005 to install a street lighting system in the Pine Hills neighborhood; and
WHEREAS, U.S. Utility Contractor Company submitted the lowest responsive and responsible bid for the installation of said street lighting improvements; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Electricity, in that it is immediately necessary to enter into a contract for street lighting improvements in the Pine Hills neighborhood so that said improvements may be completed during the 2006 construction season for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities is hereby authorized to enter into a contract with U.S. Utility Contractor Company, in the amount of $206,620.05, and to obtain and pay for the services of the Transportation Division for construction inspection services as may be required for the installation of street lighting improvements in the Pine Hills neighborhood.
SECTION 2. That the 2005 Capital Improvements Budget is hereby amended as follows in order to provide sufficient budget authority for the installation of street lighting improvements in the Pine Hills neighborhood:

SECTION 3. That to pay the cost of the aforesaid contract and expenses, the expenditure of $246,966.05, or so much thereof as may be needed, be and is hereby authorized from Voted 1995 and 1999 Street Lighting and Electricity Distribution Improvements Fund 553, Division No. 60-07, Pine Hills Street Lighting Project 670624, OCA 670624, Object Level Three 6625.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
