Explanation
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into a contract with Brookside lawn Services for Italian Village Park Improvements.
Three bids were received by the Recreation and Parks Department on February 27, 2007 for the Italian Village Park Improvements as follows:

G&G Cement Majority $346,000.00
Services will include the removal of existing brick wall, shelter, concrete paving, brick paving, plant material and site furnishings.
A contingency amount of $25,000.00 is being included in this project
Contract Compliance Number for Brookside Lawn Serviceis 30-0158937.
Emergency action is necessary to allow project to be complete prior to summer park season.
Fiscal Impact:
$300,950.00 is budgeted in the Recreation and Parks Voted 1999/2004 Bond Fund to meet the financial obligation of this project.

To authorize the Director of Recreation and Parks to enter into contract with Brookside Lawn Services for the Italian Village Park Improvements project, to authorize the expenditure of $300,950.00 from the Recreation and Parks Voted bond fund, and to declare an emergency. ($300,950.00)
Body
WHEREAS, bids were received by the Recreation and Parks Department on February 27, 2007 and the contract for the Italian Village Park will be awarded on the basis of the lowest and best responsive and responsible bidder; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract to allow work to be complete prior to summer season; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Brookside Lawn Services for the Italian Village Park Improvements, in accordance with plans and specifications on file in the Recreation and Parks Department.
SECTION 2. That the expenditure of $300,950.00, or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:
$300,950.00 Recreation and Parks Voted Bond Funds: Fund No. 702, Dept. 51-01, Project 440006, OCA Code 644526, and Object Level 3 No. 6621
SECTION 3. That for the purpose of paying for any contingencies which may occur during this project, the amount of $25,000.00 has been included in Section 2, above. This amount will be expended only after approval by the Director of the Recreation and Parks Department, certification by the City Auditor, and approval of the City Attorney.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
