Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify contract DE053270 with P & K Homes dba Reliable Research by extending the contract termination date from December 31, 2005 to December 31, 2006. The additional time will allow the contactor to continue to provide Title Insurance as paid by the City on behalf of homeowners. The contractor furnishes Title Insurance/Title Search services for United States Department of Housing and Urban Development (HUD) assisted housing rehabilitation projects.
An emergency is requested so this contract can be extended without interruption.
FISCAL IMPACT: No additional funds are needed for this modification.

To authorize the Director of the Department of Development to modify a contract with P & K Homes dba Reliable Research to extend the termination date to December 31, 2006; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to modify Contract DE053270 with P & K Homes dba Reliable Research by extending the contract from December 31, 2005 to December 31, 2006; and
WHEREAS, this modification will allow the contractor to continue to provide Title Insurance as paid by the City on behalf of homeowners, and
WHEREAS, an emergency exists in the usual daily operation of the Housing Division in that it is immediately necessary to approve this Ordinance so this contract can be extended without interruption, all for the immediate preservation of the public health, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify Contract DE053270 with P & K Homes dba Reliable Research by extending the contract termination date from December 31, 2005 to December 31, 2006.
Section 2. That this modification is made pursuant to Section 329.16 of the Columbus City Code.
Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor, or ten days after adoption if the Mayor neither approves nor vetoes the same.
