Explanation

Need: The Division of Police, Department of Public Safety is preparing to implement the 2006 summer safety program.  This program involves the use of police neighborhood strike force personnel to target "hot spot" crime areas.  Funds were budgeted in the Division of Police to be used for overtime expenses for the strike force.  However, the division needs to replenish the evidence funds budget in order to successfully complete this year's program.  This ordinance is a request to transfer $70,000 from the summer enforcement overtime budget to replenish funds needed in the evidence funds budget.

Contract Compliance: N/A

FISCAL IMPACT: Seven-Hundred and Fifty-Thousand Dollars ($750,000) were budgeted in the Division of Police for the summer enforcement program.  Suficient funds will be available after this transfer to fund the overtime needs of the program.

Emergency Designation: Emergency legislation is requested so the funds will be available for use for the summer safety initiative project to begin June 2006.

To authorize and direct the transfer of $70,000.00 between Object Levels, within the General Fund, Division of Police, Department of Public Safety, to provide evidence funds for the summer safety initiative program, and to declare an emergency. ($70,000.00)

Body

WHEREAS, THE Division of Police, Department of Public Safety, needs funds for evidence purchases for the Mayor's Summer Safety Initiative Project; and

WHEREAS, funds are available in the Division of Police's General Fund Budget; and

WHEREAS, $70,000.00 needs to be transferred from Object Level 1 (10) to Object Level 1 (2) within the Police's General Fund Budget; and

WHEREAS, an emergency exists in the usual daily operations of the Division of Police in that it is immediately necessary to transfer funds within the Division's General Fund Budget so the necessary funds are available for the summer safety initiative project, thereby preserving the public health, peace, property, safety, and welfare; now therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the City Auditor is hereby authorized and directed to transfer $70,000.00 within the General Fund for the Division of Police, Fund No. 010, Division of Police, 30-03, as follows:

Section 2.
