Explanation
 
Need:       The City of Columbus Division of Police has been awarded funding through the S.T.O.P. Violence Against Women Act 2003 Initiative. Acceptance of this FY2003 award and emergency appropriation of the awarded funds are necessary to continue uninterrupted funding for the CPD Domestic Violence Unit operations. The grant funding will enhance and continue existing Domestic Violence Unit services through the purchase of specialized film, office and communications equipment. The City must act as subgrantee to the Franklin County Board of Commissioners through the Justice Programs Unit according to the federal grant guidelines. Therefore the Mayor is required to sign a subgrantee award and contract document to accept the award on behalf of the City.
 
Emergency Designation: Emergency legislation is needed to expedite making the funds available for the ongoing operating expenses that are funded by this grant award.
 
FISCAL IMPACT:
 
There is no impact for the General Fund Account. The City through the Division of Police will provide an in-kind match for the grant.

Body
 
WHEREAS, the City of Columbus Division of Police has been awarded a FY2003 Violence Against Women Act grant to enhance and continue existing CPD Domestic Violence (DV) Unit services; and
 
WHEREAS, the grant funding is for specialized equipment, supplies, and services for the DV Unit; and
 
WHEREAS, this grant award period starts January 1, 2004 and the DV Unit has current ongoing operating expenses that require timely payments; and
 
WHEREAS, emergency designation is needed to expedite making the grant funds available for payment of the ongoing operating expenses funded by the grant award; and
 
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize the Mayor to accept a FY2003 VAWA grant for the CPD DV Unit and to authorize an appropriation for the FY2003 DV Unit VAWA grant project for the preservation of the public health, peace, property, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Mayor of the City of Columbus be and is hereby authorized and directed to enter into contract with the Franklin County Board of Commissioners to accept a Fiscal Year 2003 Violence Against Women Act subgrantee award for the Domestic Violence Unit Project.
 
Section 2. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purposes during the subgrant award period the sum of $11,300.00 is appropriated as follows:

Section 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from the after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
