Title: To authorize the Executive Director of the Mayor’s Office of Education to enter into a non-for-profit service contract with Future Ready Five to implement a comprehensive prenatal to age five strategy for activities related to the achievement of the Mayor’s goal that every child in Columbus is ready for kindergarten; and to authorize the expenditure of four hundred thousand dollars ($400,000.00) from the General Fund. Explanation

Mayor Ginther's vision for Columbus, America’s Opportunity City, is that every child in Columbus is ready for kindergarten.  To meet this goal, the City must engage organizations that are positioned to assist in this effort.

 

Therefore, the Mayor’s Office of Education requests authorization to contract with Future Ready Five, a public/private not-for-profit organization focused on supporting a prenatal to age five approach to education in Franklin County. Their mission is to know and support every child by coordinating existing services, empowering families, and promoting innovation.

 

Future Ready Five will work to implement a comprehensive prenatal to age five strategy to ensure the success of all Columbus children.

 

This contract is being awarded pursuant to Chapter 329 of the City Code, which allows for the City to negotiate not-for-profit service contracts.  This organization was selected due to their prior experience and success in providing the same services in 2023.  This contract is being awarded to Future Ready Five as the Office of Education employees have neither the expertise nor the capacity to execute this work

 

FISCAL IMPACT: Funding for this contract ($400,000.00) is available within the 2024 Mayor’s Office of Education General Fund budget.  Therefore, this ordinance is contingent upon passage of the Ordinance 3011-2023.

WHEREAS, Mayor Ginther's vision for Columbus, America’s Opportunity City, is that every child in Columbus is ready for kindergarten; and

 

WHEREAS, Future Ready Five is a public/private not-for-profit organization focused on supporting a prenatal to age five approach to education in Franklin County; and

 

WHEREAS, the mission of Future Ready Five is to know and support every child by coordinating existing services, empowering families, and promoting innovation; and

 

WHEREAS, Future Ready Five will collaboratively work to employ an innovative prenatal to age five strategy to achieve the Mayor’s goal; and

 

WHEREAS, this contract is being awarded pursuant to City Code Chapter 329, which allows for the City to negotiate not-for-profit service contracts; and 

 

WHEREAS, it has become necessary in the usual daily operation of the Mayor’s Office of Education to authorize the Executive Director of the Mayor’s Office of Education to enter into a not-for-profit service contract with Future Ready Five; NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Executive Director of the Mayor’s Office of Education is hereby authorized to enter into a not-for-profit service contract with Future Ready Five to implement a comprehensive prenatal to age five strategy to ensure the success of all Columbus children.

 

SECTION 2.                     That the expenditure of $400,000.00, or so much thereof as may be needed, is hereby authorized to be expended from the General Fund as follows:  (See attachment 0182-2024 EXP)

 

Div.: 40-06 | Fund: 1000 | SubFund: 100010 | Obj. Class: 03 | Main Acct: 63050 | Program: ED001 | Amount: $400,000.00

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
