Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with Alpha Rho Lambda Education Foundation, Inc., a non-profit entity, in support of their Jewel Awards event.

 

The mission of the Alpha Rho Lambda Education Foundation is to leverage resources to provide scholarships and support educational activities of a wide variety. From mentoring and academic support to community education, the Alpha Rho Lambda Education Foundation specifically targets men and boys of color while offering support and programming to all parts of the larger Columbus community. 

 

The Jewel Awards serve to publicly recognize individuals who act as shining "jewels" in the community. These individuals are committed to community action. The honor targets the everyday person who demonstrates "rare" acts of service that positively transforms others in their sphere of influence. With 40+ nominees, a thorough selection process identified 7 award recipients selected to be celebrated during this event. The Jewel Awards will bring together hundreds of guests from a variety of industries, backgrounds, and fields of endeavor from both the public and private sectors. 

 

Emergency action is necessary to provide upfront funding for the rental facility for the event on June 8, 2024.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

 

Title

To authorize the City Clerk to enter into a grant agreement with Alpha Rho Lambda Education Foundation, Inc., in support of their Jewel Awards event; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($30,000.00)

 

Body

WHEREAS, the Alpha Rho Lambda Education Foundation provides mentoring and supporting programming to boys of color in Columbus to encourage high school completion and participation in higher education; and

 

WHEREAS, the Jewel Awards serve to publicly recognize individuals who act as shining "jewels" in the community; and

 

WHEREAS, the Jewel Awards will bring together hundreds of guests from a variety of industries, backgrounds, and fields of endeavor from both the public and private sectors; and

 

WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement with Alpha Rho Lambda Education Foundation to provide operational funding support for the Jewel Awards in time for the event on June 8, 2024, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is authorized to enter into a grant agreement with the not-for-profit Alpha Rho Lambda Education Foundation, Inc. in support of their Jewel Awards event.

 

SECTION 2. That the appropriation and expenditure of $30,000.00, or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
