BACKGROUND:      Ordinance No. 1739-2007, approved by City Council on November 12, 2007, authorized the Director of the Department of Finance and Management, on behalf of the Board of Health, to execute those documents necessary to enter into a lease agreement with Bruce Williamson for the occupancy of the following square footage:

Earlier this year, the Health Department mistakenly requested the City Auditor to cancel four months of lease payments from the original purchase order, EL007516, instead of the intended three months.  This legislation will authorize the Health Commissioner to submit a document to the City Auditor to encumber the additional $4,700.36 needed to pay the rent for September 2008, the final monthly lease payment.  
 
Emergency action is requested in order to allow the WIC clinic to continue to offer program services to the community as quickly as possible.
 
Fiscal Impact      The lease payments cited above are entirely funded by the grant.   This grant does not generate revenue or require a City match.

WHEREAS,      Ordinance 1739-2007, approved by City Council on November 12, 2007, authorized the Director of the Department of Finance and Management, on behalf of the Board of Health, to execute those documents necessary to enter into a lease agreement with Bruce Williamson for the occupancy of 2,892 square feet of space for a WIC clinic through September 30, 2008; and
 
WHEREAS,      the Health Department mistakenly requested the City Auditor to cancel four months of lease payments from the original purchase order, EL007516, instead of the intended three months; and
 
WHEREAS,      it is necessary for the Health Department to get $4,700.36 restored and encumbered in order to pay the rent for September 2008, the final monthly lease payment; and
 
      WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to encumber the funds to continue to lease this clinic space for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Health Commissioner is hereby authorized and directed to submit a document to the City Auditor to encumber $4,700.36 in order to pay Bruce Williamson the rent for September 2008, the final monthly lease payment for contract EL007516.
 
SECTION 2.      That to pay the cost of said lease payment, the expenditure of $4,700.36, is hereby authorized from the Health Department Grants Fund, Fund No. 251, Grant No. 507116, Division No. 50-01, Object Level One 03, Object Level Three 3301.
 
SECTION 3.      That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records. That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
