Explanation

 

This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by enacting Paid Family Leave and removing the Paid Parental Leave and Paid Caregiver Leave programs as of October 1, 2023.

 

Emergency action is requested for this legislation in order to meet obligations to employees and departments by amending the established compensation plan by September 18, 2023.

 

Title

 

To amend the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by amending Sections 3, 8(B), 9(B), 10(J), 10(K), 11(C), 14(B), and 15(A), and by enacting Section 10(M); and to declare an emergency.

 

Body

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 3 to modify the definition of "Family"; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 8(B) to add Paid Family Leave as an exclusion for "Time Worked"; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 9(B) to add Paid Family Leave with regard to Holiday Eligibility Pay; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 10(J) to replace Paid Parental Leave with Paid Family Leave as of October 1, 2023; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 10(K) to replace Paid Caregiver Leave with Paid Family Leave as of October 1, 2023; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by enacting Section 10(M), Paid Family Leave; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 11(C) to add Paid Family Leave with regard to a Leave of Absence Without Pay; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 14(B) to add Paid Family Leave with regard to Sick Leave; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 15(A) to add Paid Family Leave with regard to the Disability Program; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to meet obligations to employees and departments by amending the established compensation plan by September 18, 2023, thereby preserving the public peace, property, health, and safety, NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Sections 3, 8(B), 9(B), 10(J), 10(K), 11(C), 14(B), and 15(A) of Ordinance No. 2713-2013 are hereby amended, and Section 10(M) is hereby enacted to read as follows according to the attached document:

SECTION 2. That existing Sections 3, 8(B), 9(B), 10(J), 10(K), 11(C), 14(B), and 15(A) of Ordinance No. 2713-2013, as amended, are hereby repealed.

 

SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and the remaining sections of this ordinance shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
