Explanation

 

BACKGROUND:  This legislation authorizes the Director of the Department Development to enter into a Not-for-Profit Service contract with the following commercial revitalization districts: The Franklinton Board of Trade, Columbus Compact Corporation, Parsons Avenue Merchants Association, Mount Vernon Avenue District Improvement Association and The Long Street Business Association in an amount up to $12,000.00 each, for a total of $60,000.00 to administer the Neighborhood Commercial Revitalization (NCR) Program, and to authorize the payment of expenses starting March 1, 2025.  Funding will be advanced to the agency on a predetermined schedule.

 

The purpose of the Neighborhood Commercial Revitalization Program is to offer technical assistance, capital improvements, design services, as well as planning and design to stimulate economic development in these designated underserved commercial corridors throughout the City of Columbus.  Some of the services performed by the NCR liason’s include continuous communication with the businesses in the NCR areas, completion of retention and expansion visits of businesses within the area, providing technical assistance and informing the businesses about resources available to facilitate growth and expansion, and communication with the City of Columbus regarding business expansion needs.

 

Emergency action is requested in order to avoid any disruption of essential services to these organizations, which have been long time partners with the Department of Development.

 

FISCAL IMPACT: The funding of $60,000.00 is available within the 2025 General Fund.

WHEREAS, the Director of the Department of Development desires to enter into a Not-for-Profit Service contract with the following districts: Franklinton Board of Trade, Main Street-Columbus Compact Corporation, Parsons Avenue Merchants Association, Mt. Vernon Avenue District Improvement Association and Long Street Business Association in an amount up to $12,000.00 each, for a total of $60,000.00 to administer the Neighborhood Commercial Revitalization Program; and

 

WHEREAS, this ordinance will to authorize the expenditures in an amount up to $12,000.00 each; authorize the payment of expenses prior to purchase order execution starting March 1, 2025; and allow funding to be advanced to the agency on a predetermined schedule; and

 

WHEREAS, the purpose of the Neighborhood Commercial Revitalization Program is to offer technical assistance, capital improvements, design services, as well as planning and design to stimulate economic development in these designated underserved commercial corridors throughout the City of Columbus; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in order to avoid any disruption of essential services to these organizations, which have been long time partners with the Department of Development, all for the immediate preservation of the public health, peace, property, safety, and welfare; and NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Director of the Department of Development is hereby authorized to enter into a Not-for-Profit Service contract with the following districts: The Franklinton Board of Trade, Columbus Compact Corporation, Parsons Avenue Merchants Association, Mount Vernon Avenue District Improvement Association and The Long Street Business Association in an amount up to $12,000.00 each, for a total of $60,000.00 to administer the Neighborhood Commercial Revitalization Program; to authorize the expenditures in an amount up to $12,000.00 each; to authorize payment for expenses incurred prior to purchase order execution; and to authorize advanced funds per a schedule to be included in the agreement.

 

SECTION 2.  That for the purpose as stated in Section 1, the expenditure of  $60,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Subfund 100010 (General Fund Operating), Dept-Div 44-02 (Economic Development), in object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3.                     That this contract is awarded pursuant to the relevant provisions of Chapter 329 of City Code relating to the process for awarding Not-for-Profit Service contracts.

 

SECTION 4.                     Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
