The Public Service Department, Transportation Division, recently received a request to rename that portion of South 19th Street, from Markison Avenue south to the north right-of-way of vacated Welch Avenue. The request was submitted by Pamela Robinson of the Lincoln Park Community Baptist Church and would rename this portion of South 19th Street as JAMES A. CARTER SR. PLACE. The reason for this request is to allow this congregation and the greater Columbus community to honor Mr. Carter upon his retirement and to thank him for his 26 years of faithful service to the congregation. The Lincoln Park Community Baptist Church owns the properties on both sides of this portion of South 19th Street and therefore this name change will not affect any other property owners.
Emergency Justification:
Mr. Carter's birthday is June 14 and the congregation would like to have the street name changed and new street signs installed on or before Mr. Carter's birthday.

To change the name of that portion of South 19th Street from the intersection of Markison Avenue and South 19th Street south to the north right-of-way line of vacated Welch Avenue to JAMES A. CARTER SR. PLACE and to declare an emergency.

WHEREAS, Pamela Robinson of the Lincoln Park Community Baptist Church submitted a request to the Public Service Department, Transportation Division, to rename that portion of South 19th Street, from Markison Avenue south to the north right-of-way of vacated Welch Avenue as JAMES A. CARTER SR. PLACE; and
WHEREAS, this request was made to allow the Lincoln Park Community Baptist Church and the greater Columbus community to honor Mr. Carter upon his retirement and to thank him for his 26 years of faithful service to the congregation; and
WHEREAS, in keeping with current procedures the Transportation Division researched this request and determined that there are currently no properties addressed off of this portion of South 19th Street and that all of the property abutting said right-of-way is owned by the Lincoln Park Community Baptist Church; and
WHEREAS, Mr. Carter's birthday is June 14 and the congregation would like to have the street name changed and new street signs installed on or before Mr. Carter's birthday; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that it is immediately necessary to authorize the proposed name change so that replacement street signs can be made and installed by June 14th thereby preserving the public health, peace, property, safety and welfare, now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the right-of-way currently known as South 19th Street be and hereby is changed to JAMES A. CARTER SR. PLACE from the intersection of South 19th Street and Markison Avenue south to the north right-of-way of vacated Welch Avenue.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
