BACKGROUND: The Department of Public Safety, Division of Fire received a grant award in the amount of $3,264.88 from the Ohio Division of Emergency Medical Services (EMS) for EMS training and for the purchase of emergency medical equipment. This legislation authorizes the Public Safety Director to accept the grant award and appropriates the grant funds. This grant allows for the purchase of EMS training equipment used by the Fire Division for paramedic training; including airway training, AED and EKG diagnostics, immobilization and extrication equipment, and mass casualty training equipment. The Fire Division intends to repair current CPR manikins during this grant cycle, as manikins are a staple of paramedic training in the Fire Division.

To authorize the Public Safety Director to accept a grant award from the State of Ohio Division of EMS for the purchase of training equipment for the Division of Fire, to appropriate $3,264.88 from the unappropriated balance of the General Government Grant Fund; and to declare an emergency. WHEREAS, it is in the best interest of the City of Columbus for the Public Safety Director to accept a grant award from the State of Ohio Division of EMS for the Division of Fire for the purchase of EMS training equipment; and
WHEREAS, it is necessary to appropriate funds for said grant; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize the Public Safety Director to accept the grant and authorize appropriation of funds so that said purchases of EMS training equipment can be made within the grant cycle, all for the immediate preservation of the public health, peace, property, safety, and welfare: and now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Safety Director is hereby authorized and directed to enter into a grant agreement with the State of Ohio Division of EMS to accept a grant award in the amount of $3,264.88 for the purchase of EMS training equipment.
SECTION 2. That from the unappropriated monies in the General Government Grant Fund, Fund No. 2220 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the award period, the sum of $3,264.88 is hereby appropriated to Columbus Division of Fire 3004 according to the attached accounting document.
SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the City Department named above; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
