Explanation
 
Background:  This legislation authorizes the Public Service Director to enter into a contract on behalf of the Transportation Division in the amount of $193,625.52 for the Reis Avenue Project with McDaniel's Construction Corporation Inc., and to pay construction inspection costs up to $40,834.00.  This improvement details the construction of curb and sidewalk on Reis Avenue from Wainwright Drive to North Broadway and includes concrete sidewalks, curb, curb ramps, loop detectors, under drains, and other associated work.  (See the attached map.)   This project is part of the Urban Infrastructure Recovery Fund.  The Notice to Proceed is set for June 4, 2004 when the nearby elementary school is not in session.  The project is to be completed by August 20, 2004.  This project was advertised on the City of Columbus Formal Bid Listing web page, Dodge Reports, and Builders' Exchange and was let by the Transportation Division.  Eleven bidders/suppliers were solicited (10 majority, 1 minority) and 7 bids were received (6 majority, 1 minority) and tabulated on November 20, 2003 as follows:

Evaluation of the quality contractor criteria conforms the low bidder and therefore award is to be made to McDaniel's Construction Corporation Inc. CC No. 31-1145406 (expiration 08/02/2004), as the lowest, best, most responsive, and most responsible bidder.
 
Fiscal Impact:  Funds are budgeted for the Reis Avenue Project in the Voted 1995, Voted 1999 Streets and Highways Fund.

To authorize the Public Service Director to enter into a contract for the Transportation Division with McDaniel's Construction Corporation Inc. for construction of the Reis Avenue project; to authorize the expenditure of $234,459.52 from the Voted 1995, Voted 1999 Streets and Highways Fund for the Transportation Division. ($234,459.52)
 
Body
 
WHEREAS,  bids were received and tabulated on November 20, 2003, for the Reis Avenue  Project; and
 
WHEREAS,  a satisfactory bid has been received; and
 
WHEREAS,  it is necessary to provide for construction inspection costs; and
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and is hereby authorized to enter into a contract with McDaniel's Construction Corporation, Inc., 1069 Woodland Avenue, Columbus, Ohio 43219, for the construction of the Reis Avenue Project in the amount of $193,625.52 for the Transportation Division in accordance with the specifications and plans on file in the office of the Public Service Director, which are hereby approved; to obtain and pay for the necessary inspection costs associated with the project up to a maximum of $40,834.00.
 
SECTION 2.  That for the purpose of paying the cost of the contract and inspection, the sum of $234,459.52 or so much thereof as may be needed, is hereby authorized to be expended from 1995, 1999 Voted Streets and Highways Fund, no. 704, for the Transportation Division, Dept./Div. 59-09, OCA Code 644385, Object Level Three 6631 and project 440005.
 
SECTION 3.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
