Explanation
John Glenn Avenue serves Rickenbacker International Airport in southern Franklin County and is the scene of current and planned commercial development. This legislation authorizes the Public Service Director to enter into a $260,000.00 contract with American Consulting, Incorporated, for design of the John Glenn Avenue Improvement project for the Transportation Division. The project is located within the city on John Glenn Avenue between Shook Road to the west and Alum Creek Drive to the east. The purpose of the project is to provide a new roadway surface, new curbs, sidewalks, street lighting, storm drainage and landscaping. Subject to an investigation of the condition of the existing pavement, the roadway may need to be completely rehabilitated. A professional engineering service contract is needed to assure timely completion of the design. The Transportation Division does not maintain adequate staff or all of the various disciplines necessary to complete such design work in house.
The selection process for the professional service contract was completed in accordance with provisions of Chapter 329.11 of the City Code. Eighteen (18) firms submitted letters of interest; of these, eight (8) firms were requested to submit proposals: EMH&T, American Consulting, Incorporated, MS Consultants, Columbus Engineering Consultants, Pomeroy and Associates, Prime Engineering and Architecture, CT Consultants and Resource International.
The evaluation committee determined that American Consulting, Incorporated, contract compliance #35-1127317 (expires January 27, 2007), submitted the best overall proposal at a competitive price for this work.
Fiscal Impact: Funds in the amount of $300,000.00 are budgeted and available within the Transportation Division's 2005 Capital Improvements Budget in the 1995, 1999 Voted Streets and Highways Fund in the Roadway Improvements project. $260,000.00 is needed for this contract. The difference is available for other roadway improvement purposes as approved by City Council.
Emergency action is requested so that this project can proceed in a timely manner and keep commitments made to the local community.

To authorize the Public Service Director to enter into a contract with American Consulting, Incorporated, for design of the John Glenn Avenue Improvement project; to authorize the expenditure of $260,000.00 or so much thereof as may be needed from the 1995, 1999 Voted Streets and Highways Fund for the Transportation Division and to declare an emergency. WHEREAS, there is a need to provide new roadway surface, new curbs, sidewalks, street lighting, storm drainage and landscaping on John Glenn Avenue; and
WHEREAS, the Public Service Director has identified the need to enter into a professional service contract for the design of the John Glenn Avenue Improvement project; and
WHEREAS, a satisfactory proposal has been submitted by American Consulting, Incorporated; and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that the contract should commence immediately so that the work may proceed in a timely manner and keep commitments made to the local community, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and hereby is authorized to enter into a contract with American Consulting, Incorporated, in an amount not to exceed $260,000.00 for the design of the John Glenn Avenue Improvement project for the Transportation Division.
SECTION 2. That for the purpose of paying the cost thereof, the sum of $260,000.00 or so much thereof as may be needed, be and hereby is authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6682, OCA Code 644385 and Project 530161.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
