Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a grant agreement with The Greater Columbus Chamber of Commerce, in an amount up to $220,000.00, for the purpose of supporting the Chamber’s small business services and programming.
The Columbus Chamber of Commerce is the largest chamber in the Columbus region with membership access to great opportunities for participating businesses in the Columbus community. Services provided by the Columbus Chamber of Commerce include workforce development, government advocacy efforts and business solutions. These services ensure growth and development in the Columbus region.
The Chamber services hundreds of small businesses in Columbus each year through their services, programs, and membership benefits.
This legislation allows for reimbursement of expenses beginning April 2, 2025 and authorizes the advancement of funds on a predetermined schedule.
FISCAL IMPACT: The funding of $220,000.00 is available in the Neighborhood Initiatives subfund.
CONTRACT COMPLIANCE: The vendor’s contract compliance number is 006012 and expires on 05/23/2026.

To authorize the Director of the Department of Development to enter into a grant agreement with The Greater Columbus Chamber of Commerce, in an amount up to $220,000.00, for the purpose of supporting small business services and programs; to authorize an appropriation and expenditure in an amount up to $220,000.00 within the Neighborhood Initiatives subfund; to allow for reimbursement of expenditures incurred prior to the purchase order; and to authorize the advancement of funds per a predetermined schedule. WHEREAS, The Director of the Department of Development wishes to enter into a grant agreement with The Greater Columbus Chamber of Commerce, in an amount up to $220,000.00, for the purpose of providing support to the Chamber’s small business services and programs; and
WHEREAS, the city’s grant funds will be used to assist the Chamber in providing consultation, networking opportunities, and more to small businesses across Columbus; and
WHEREAS, it is necessary to authorize an appropriation and expenditure in an amount up to $220,000.00 within the Neighborhood Initiatives subfund; and
WHEREAS, it is necessary to allow for the reimbursement of expenses incurred prior to the purchase order, starting April 2, 2025; and
WHEREAS, this ordinance authorizes the advancement of funds per a predetermined schedule; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development is authorized to enter into a grant agreement with The Greater Columbus Chamber of Commerce, in an amount up to $220,000.00, to allow for reimbursement of expenditures incurred prior to the purchase order beginning April 2, 2025, and to authorize the advancement of funds per a predetermined schedule.
SECTION 2. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2025, the sum of $220,000.00 is appropriated in Fund 1000 (General Fund), Subfund 100018 (Neighborhoods Initiatives Subfund), Dept-Div 44-02 (Economic Development Division), in object class 05 (Other) per the account codes in the attachment to this ordinance.
SECTION 3. That for the purpose as stated in Section 1, the expenditure of $220,000.00, or so much thereof as may be necessary, is hereby authorized in fund 1000 (General Fund), Subfund 100018 (Neighborhood Initiatives Subfund), 44-02 (Economic Development Division), in Object Class 05 (Other) per the accounting codes in the attachment to this ordinance.
SECTION 4. That this grant agreement is awarded in accordance with the relevant provisions of the Columbus City Codes related to awarding grant agreements.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
