Explanation
BACKGROUND:
Need: The City of Columbus Division of Police has been awarded funding through the FY2003 DNA-No Suspect Backlog Reduction Program. This National Institute of Justice (NIJ) program provides funding for identification, processing and analysis of DNA from no suspect cases. The city must sign a contract with the Ohio Attorney General's Office and work with its Bureau of Criminal Investigation and Identification according to the federal program guidelines. An emergency appropriation of the award amount is necessary for the purchase of specialized supplies for the program, which has a contract period of January 12, 2004 through August 31, 2004.
Emergency Designation: Emergency legislation is needed to expedite making funds available for the purchase of necessary specialized program supplies for the short contract period.
FISCAL IMPACT:
There is no impact for the General Fund Account. All appropriated funds will be reimbursed through the program funding award.
Title
To authorize and direct the Safety Director of the City of Columbus to enter into contract with Ohio Attorney General Jim Petro to participate in the FY2003 DNA-No Suspect Backlog Reduction Program, to authorize an appropriation of $221,500.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police to cover the costs of the program activities and to declare an emergency. WHEREAS, the City of Columbus Division of Police has been awarded funding through the FY2003 DNA-No Suspect Backlog Reduction Program; and
WHEREAS, the program activities require the purchase of specialized supplies; and
WHEREAS, the limited contract period is January 12, 2004 through August 31, 2004; and
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize the Safety Director to enter into contract with the Ohio Attorney General to participate in the FY2003 DNA-No Suspect Backlog Reduction Program and to authorize an appropriation for program supply expenses to expedite making funds available for the purchase of necessary specialized program supplies for the short contract period, for the preservation of the public health, peace, property, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Safety Director of the City of Columbus be and is hereby authorized and directed to enter into contract with the Ohio Attorney General to participate in the FY2003 DNA-No Suspect Backlog Reduction Program.
Section 2. That from the monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purposes during the award program period the sum of $221,500.00 is appropriated as follows:

Section 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
