Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into contract for Crane and Hoist Maintenance Services for the Division of Sewerage and Drainage. This contract was bid on January 17, 2007, and this ordinance funds the contract for one year. Two one year extensions are included in the contract specifications based on satisfactory performance and approval of funding legislation by City Council.
B. Procurement History. This procurement has been conducted in accordance with the requirements for competitive sealed bidding in Section 329, Columbus City Codes, 1959. An Invitation For Bidders (IFB) was published electronically and in the "City Bulletin" on January 6 and 13, 2007. A required Pre-Bid Meeting was held on January 9, 2007. Four sets of Bidding Documents were obtained by prospective Bidders, and one Bid was received on January 17, 2007, as follows:

The bids have been reviewed, and found to be free of material defects.
C. Recommended Contract Award. The bid of Brehob Corporation appears to be free of substantive defects. This bid is within the budget, and has also been tendered by an entity which has previously performed satisfactory work of this class for the Division. Award is recommended to Brehob Corporation of Columbus, Ohio, who are the lowest Responsive and Responsible and Best Bidder.
D. Contract Compliance No.: 351153806 (MAJ).
E. Emergency Designation: Emergency designation is not requested.
2. FISCAL IMPACT: The FY2007 Budget allocates sufficient funds for this contract. Amounts appropriated for this purpose in recent years are as follows:

The increase for the funding for 2007 is because the Division of Sewerage and Drainage is working toward completing repairs and the replacement of portions of crane systems in the fiscal year 2007. The funding for future contracts should be in line with the Fiscal Impact of prior fiscal years.
3. PROJECT LOCATION:
This project involves all of the Division's major facilities: The Jackson Pike and Southerly Wastewater Treatment Plants, the Compost Facility, and the Sewer Maintenance Operations Center.
Title
To authorize the Director of Public Utilities to contract with Brehob Corporation for Crane and Hoist Maintenance Services, for the Division of Sewerage and Drainage; and to authorize the expenditure of $184,600.50 from the Sewerage System Operating Fund ($184,600.50).
Body
WHEREAS, bids for Crane and Hoist Maintenance Services for the Division of Sewerage and Drainage were received by the Director of Public Utilities on January 17, 2007; and
WHEREAS, the bids received have now been reviewed and a recommendation for award has been made; and
WHEREAS, this ordinance funds the contract for one year and contract specifications allow two one year extensions of the contract based on satisfactory performance and approval of legislation by City Council, and
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into contract with Brehob Corporation for Crane and Hoist Maintenance Services, in order to provide for the proper maintenance of operational facilities of the Division of Sewerage and Drainage; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be, and hereby is, authorized to contract with Brehob Corporation, 2476 Creekway Drive, Columbus OH 43207, for Crane and Hoist Maintenance Services for the Division of Sewerage and Drainage, in accordance with the terms and conditions as shown in the contract on file in the office of the Division of Sewerage and Drainage.
Section 2. That the said firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
Section 3. That the expenditure of $184,600.50, or as much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund 650, Department 60-05, to pay the cost of this contract, as follows:
