Explanation

 

Background:

This ordinance authorizes the appropriation and transfer of $1,078,587.63 within the Recreation and Parks Grants Fund to reinvest funds secured by the Central Ohio Area Agency on Aging as part of a service contract with CareSource for the provision of case management services for the Ohio Home Care Waiver (OHCW) program.

As of December 31, 2023, the agreement between the Central Ohio Area Agency on Aging and CareSource has expired. Thus, COAAA is no longer acting as the case management service provider for the OHCW program in Central Ohio. At the termination of the service contract, COAAA maintained the remainder of the unspent funds secured for providing case management services, which was $1,078,587.63. This ordinance authorizes COAAA to reinvest the remaining funds to support additional home and community-based services for older adults and people with disabilities in Central Ohio.

Fiscal Impact:

This ordinance authorizes the appropriation and transfer of $1,078,587.63 from the unencumbered cash balance of the Recreation and Parks Grant Fund. A transfer of cash and appropriation between projects within the Recreation and Parks Grant Fund is needed to align cash and appropriation with the proper projects.

To authorize the appropriation of $1,078,587.63 from the unencumbered cash balance of the Recreation and Parks Grant Fund for the provision of home and community-based services for older adults in Central Ohio; and to authorize the transfer of funds and appropriations between projects in the Recreation and Parks Grant Fund. ($1,078,587.63)

 

Body

 

WHEREAS, the service agreement between CareSource and the Central Ohio Area Agency on Aging for the provision of case management services as part of the Ohio Home Care Waiver (OHCW) program expired on December 31, 2023; and

WHEREAS, COAAA has maintained the remainder of the unspent funds secured through their agreement with CareSource as part of the OHCW program. COAAA intends to reinvest said funds to support additional home and community-based services for older adults and people with disabilities in Central Ohio; and

WHEREAS, $1,078,587.63 is available for appropriation in the unappropriated cash balance of the Recreation and Parks Grant Fund No. 2286; and

WHEREAS, it is necessary to transfer cash and appropriation within the Recreation and Parks Grant Fund No. 2286, to align cash and appropriation with the proper projects; and

WHEREAS, it is necessary to transfer cash and appropriation in order to allow services offered by the Central Ohio Area Agency on Aging to continue through the end of 2024; NOW, THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

SECTION 1. That the transfer of $1,078,587.63, or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Grant Fund No. 2286, Department No. 51, per the accounting codes in the attachment to this ordinance

SECTION 2. That the appropriation of $1,078,587.63 from the unappropriated balance of the Recreation and Parks Grant Fund be and is hereby authorized to the Central Ohio Area Agency on Aging for the provision of home and community-based services for older adults, as shown in the attachment to this ordinance.

SECTION 3. Funds are hereby deemed appropriated and transfers authorized to carry out the purposes of this ordinance, and the City Auditor shall establish such accounting codes as necessary.

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
