Title: To authorize and direct the Director of the Department of Human Resources to enter into a grant agreement with the Ohio BWC and accept a grant in the amount of $7,500.00 for a Cres Guard Mobile Decontamination Moist Heat Cabinet; to authorize the appropriation of $7,500.00 in the General Government Grants Fund; to authorize the expenditure of $7,500.00 from the General Government Grants Fund and $1,500.00 from the General Fund; and to declare an emergency. Explanation

 

BACKGROUND:

This ordinance will authorize the Director of the Department of Human Resources to accept a grant in the amount of $7,500.00 from the Ohio Bureau of Workers’ Compensation (BWC) for a Cres Guard Mobile Decontamination Moist Heat Cabinet.

 

The Department of Human Resources submitted an application for the FireFighter Exposure to Environment Elements Grants (FEEEG).  The Ohio Bureau of Workers’ Compensation approved the Department of Human Resources grant application in the amount of $7,500.00 for a Cres Guard Mobile Decontamination Moist Heat Cabinet. The department must purchase and implement the approved intervention equipment within 120 days after the grant check or EFT is received.  The department must submit proof of spending and purchase documentation for the approved equipment within 120 days after the grant check or EFT is received.  The department must complete the required case study within one (1) year after the equipment is placed into service.

 

FISCAL IMPACT:

This ordinance will authorize the appropriation of $7,500.00 to Fund 2220 (General Government Grants Fund).  This ordinance will also authorize a 5-to-1 match grant match of $1,500.00 from Fund 1000 (General Fund), Subfund 100010 (General Operating Fund).

 

EMERGENCY DESIGNATION:

Emergency action is requested to accept and appropriate these funds from the Ohio Bureau of Workers’ Compensation for a Cres Guard Mobile Decontamination Moist Heat Cabinet so it can be placed into service as immediately.

WHEREAS, the City of Columbus, Department of Human Resources submitted an application for the FireFighter Exposure to Environment Elements Grants (FEEEG); and

 

WHEREAS, the Ohio Bureau of Workers’ Compensation approved the Department of Human Resources grant application in the amount of $7,500.00 for a Cres Guard Mobile Decontamination Moist Heat Cabinet; and

 

WHEREAS, the department must purchase and implement the approved intervention equipment within 120 days after the grant check or EFT is received; and

 

WHEREAS, the department must submit proof of spending and purchase documentation for the approved equipment within 120 days after the grant check or EFT is received; and

 

WHEREAS, the department must complete the required case study within one (1) year after the equipment is placed into service; and

 

WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Bureau of Workers’ Compensation for a Cres Guard Mobile Decontamination Moist Heat Cabinet; and

 

WHEREAS, it is necessary to authorize the expenditure of up $7,500.00 from the General Government Grants Fund and $1,500.00 from the General Fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to authorize the Director to accept these grant funds from the Ohio Bureau of Workers’ Compensation and to appropriate these funds to the Department of Human Resources and to avoid delay in client services, for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Human Resources is authorized and directed to accept a grant and enter into a contract with the Ohio Bureau of Workers’ Compensation for the Cres Guard Mobile Decontamination Moist Heat Cabinet.  The amount of the grant is $7,500.00 and requires a 5-to-1 match of $1,500.00 in City matching funds.

 

SECTION 2. That from the unappropriated monies in the General Government Grants Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the subgrant award period, the sum of $7,500.00 is appropriated in Fund 2220 (General Government Grants Fund), from Dept-Div 4601 (Human Resources), Project G462400 (2024 Firefighter Exposure to Environmental Elements Grant), in Object Class 02 (Materials & Supplies), per the account codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $7,500.00, or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grants Fund), from Dept-Div 4601 (Human Resources), Project G462400 (2024 Firefighter Exposure to Environmental Elements Grant), in Object Class 02 (Materials and Supplies) per the account codes in the attachment to this ordinance.

 

SECTION 4. That the expenditure of $1,500.00, or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Subfund 100010 (General Operating Fund), from Dept-Div 4601 (Human Resources), in Object Class 02 (Materials and Supplies) per the account codes in the attachment to this ordinance.

 

SECTION 5. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 6. That the Director of the Department of Human Resources is hereby authorized and directed to accept any additional grant awards from the Ohio Bureau of Workers’ Compensation for the FireFighter Exposure to Environment Elements Grants (FEEEG) for the period of October 28, 2024, through October 28, 2025.

 

SECTION 7. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2024, any additional awarded funds are appropriated in Fund 2220 (General Government Grants Fund), according to notification of award or grant agreement by the grantor.

 

SECTION 8.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
