Explanation
BACKGROUND:
This legislation authorizes the Director of the Department of Development to amend agreement DL006219 with the Columbus Downtown Development Corporation (CDDC) by extending the termination date to December 31, 2004. Under this agreement the CDDC implements and oversees downtown development projects and programs as well as forges public-private partnerships with the goal of generating private investment for downtown.
Emergency action is required so that there is no interruption of service under this agreement.

No additional funding is required for this legislation.
Title
To authorize the Director of the Department of Development to amend a contract with the Columbus Downtown Development Corporation by extending the term; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to amend the contract with the Columbus Downtown Development Corporation by extending the term to December 31, 2004; and
WHEREAS, under this agreement the Columbus Downtown Development Corporation will implement and oversee downtown development projects and programs as well as forge public-private partnerships with the goal of generating private investment for downtown; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Downtown Development Office, in that it is immediately necessary to amend said contract with the Columbus Downtown Development Corporation so that necessary services can continue uninterrupted all for the preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Development Director is hereby authorized to amend Contract DL 006219 with the Columbus Downtown Development Corporation by extending the term to December 31, 2004.
Section 2. That this contract is amended in accordance with Chapter 329.16 of the Columbus City Codes, 1959.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
