Explanation

 

BACKGROUND:  This legislation authorizes the appropriation of Emergency Human Services Capital Funds to the Department of Development and also authorizes the Director of the Department of Development to enter into a contract with Heritage Day Health Centers to continue support for the purchase and renovation of a building that houses three adult day care programs and the administrative office of Heritage Day Health. The new building, located at 3341 East Livingston Avenue, has enabled Heritage to increase capacity by 40%, up to 100 persons served per day, and to continue its mission to serve any client in need regardless of his or her ability to pay for services.  Heritage currently operates the only adult day care center in central Ohio committed to serving low income and minority adults.

 

This funding supplements an allocation of $35,000 from the EHS Capital Fund, authorized by Ordinance No. 2659-00, passed December 4, 2000.

 

Emergency action is requested on this legislation to facilitate the timely processing of expenses related to this project.

 

FISCAL IMPACT: Funds for this contract are allocated from the Emergency Human Services Capital Fund. 

 

 

 

Title

 

To authorize the appropriation of $66,666.00 from the unappropriated balance of the Emergency Human Services Capital Fund to the Department of Development; to authorize the Director of the Department of Development to enter into a contract with Heritage Day Health Centers; to authorize the expenditure of $66,666.00 from the Emergency Human Services Capital Fund; and to declare an emergency. Body

 

WHEREAS, the Director of the Department of Development desires to appropriate funds from the

Emergency Human Services Capital Fund and to enter into a contract with Heritage Day Health Centers to continue support for the purchase and renovation of a building located at 3341 East Livingston Avenue; and

 

WHEREAS, this new building enables Heritage Day Health to increase capacity by 40%, up to 100 persons per day; and to continue its mission to serve any client in need regardless of his or her ability to pay for services; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate and expend said funds and to enter into a contract with Heritage Day Health Centers in order to facilitate the timely processing of expenses related to this project, all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

Section 1.                       That from the unappropriated monies in the Emergency Human Services Capital Fund, and from any and all sources unappropriated for any other purpose during the fiscal year ending December 31, 2004, the sum of $66,666.00 be and is hereby appropriated to the Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 447508, Project 200001.

 

Section 2.                       That the Director of the Department of Development be and is hereby authorized to enter into a contract with the Heritage Day Health Centers to continue support for the purchase and renovation of a building located at 3341 East Livingston Avenue. 

 

Section 3.                       That for the purpose as stated in Section 2, the expenditure of $66,666.00, or so much thereof as may be necessary, be and is hereby authorized from the Emergency Human Services Capital Fund, Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 447508, Project 200001.

 

Section 4.                     That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.

 

Section 5.                      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
