Title

To authorize and direct the Finance Director to issue a purchase order to Sutphen Corporation, for the purchase of custom tilt cab engines; to authorize the expenditure of $3,534,102.00 from the Safety Bond Fund; and to declare an emergency. ($3,534,102.00)

Explanation

BACKGROUND:

Need:            This legislation is to authorize and direct the Finance Director to issue a purchase order to Sutphen Corporation for the purchase of ten (10) custom tilt cab engines to replace current fleet and provide reserve apparatus.

Bid Information:      Competitive bids were solicited via Purchasing Office Solicitation SA001099, with eight (8) vendors submitting bids.  Sutphen Corporation submitted, the best, lowest, responsible, responsible bid.

Contract Compliance:      310671786

Emergency Designation:            Emergency action is requested as funds are needed before bids expire for this purchase.

FISCAL IMPACT:

Budgeted Amount:            Unencumbered cash is available within the Fire Division's Safety Bond Fund for this purchase.

Body

WHEREAS, a need exists to purchase ten (10) custom tilt cab engines from the Division of Fire's Safety Bond Fund, Apparatus Replacement Project for the purpose of replacing current fleet and providing reserve apparatus; and

WHEREAS, funds exist within the Safety Bond Fund Fire Apparatus Replacement Project to fund this purchase; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, in that it is immediately necessary to purchase said custom tilt cab engines, for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

Section 1.      That the Finance Director be and is hereby authorized and directed to issue a purchase order in the amount of $3,534,102.00, or so much thereof as may be necessary, to Sutphen Corporation for the purchase of ten (10) custom tilt cab engines for the Fire Division 30-04, Safety Bond Fund, Fund 701, Apparatus Replacement Project 340101, OCA Code 644559, Object Level Three Code 6644.

Section 2.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
