Explanation
 
Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant, enter into an agreement with the Central Ohio Workforce Investment Corporation, and provide for the appropriation of said funds to the Recreation and Parks Grant Fund.
 
Grant funding will be used to hire a summer workforce for the Recreation and Parks Department as part of the workforce investment act.  This grant will help both adult workers and dislocated workers and the grant dollars are divided equally between the two types of workers.
 
$139,399.00 for adult workers, Federal CFDA # 17.258
$139,399.00 for dislocated workers, Federal CFDA #17.260
 
Funds will be used for payroll and wage costs, workers compensation, pension pickup, hiring costs, uniforms, protective equipment, testing, and background checks.

Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $278,798.00.

Body
 
      WHEREAS, the Central Ohio Workforce Investment Corporation has awarded the City of Columbus, Recreation and Parks Department, a grant for employment of summer staffing; and
 
      WHEREAS, it is necessary to accept said grant and appropriate said funds;  now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $278,798.00 and enter into an agreement with the Central Ohio Workforce Investment Corporation for Summer Recreation and Parks staffing.
 
      SECTION 2.   That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2009, the sum of $278,798.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, as follows:

      SECTION 3.   That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
               
                 SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contract modifications associated with this legislation.
 
      SECTION 5.   That this ordinance shall take effect and be in force from and after the earliest date allowed by law.
