Explanation
BACKGROUND: This legislation will authorize the Director of the Department of Development to modify several contracts with the Columbus Compact Corporation, namely EZ-Administration contract number DL003783; Economic Development contract numbers DL002044 and DL003837; Neighborhood Life contracts DL002045 and DL000559; and Community Values & Cultural Life contract numbers DL002043 and DL003838. This legislation will extend the contracts an additional twenty-four (24) months to June 30, 2005. No additional funds are being requested.
The modification is necessary to allow time for the Columbus Compact Corporation and its subrecipients of Economic Development, Neighborhood Life, and Community Values and Cultural Life related programs to fully expend the respective contracts and subcontract balances and allow the programs to complete the operational cycles and close out. These Initiatives will continue to assist in creating economic opportunity for businesses and residents in the EZ, enable residents to take full advantage of economic opportunities by removing barriers and improving the physical infrastructure.
This ordinance is presented as an emergency because of the immediate need for the continuation of the initiatives, activities and programs administered in the Central City community by the Columbus Compact Corporation and its subrecipients.
FISCAL IMPACT: No additional funds are required.
Title
To authorize the Director of Development to modify several contracts with the Columbus Compact Corporation by extending the contract termination dates to June 30, 2005; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to modify several contracts with the Columbus Compact Corporation; namely EZ-Administration - contract number DL003783; Economic Development - contract numbers DL002044 and DL003837; Neighborhood Life - contract numbers DL002045 and DL000559; and Community Values & Cultural Life - contract numbers DL002043 and DL003838; and
WHEREAS, this legislation will extend the contracts for an additional twenty four (24) months and the termination dates will be June 30, 2005; and
WHEREAS, the Department of Development desires to modify contracts with the Columbus Compact Corporation in order to preserve the public health, peace, property, safety and welfare; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify the following contracts with the Columbus Compact Corporation; EZ-Administration contract number DL003783; Economic Development contract numbers DL002044 and DL003837; Neighborhood Life contract numbers DL002045 and DL000559; and Community Values & Cultural Life contract numbers DL002043 and DL003838, by extending the contracts for twenty-four (24) additional months. The new termination dates will be June 30, 2005.
Section 2. That these contract modifications are awarded pursuant to Section 329.16 of the Columbus City Codes, 1959, as amended.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
