BACKGROUND
This ordinance amends Title 11, Chapter 1147 Sewer Charges, of the Columbus City Codes to streamline industrial billing related to sampling, laboratory analysis, and inspections. The amended language sets out how industrial charges are calculated instead of using a static rate table.

Title
To amend Chapter 1147 of the Columbus City Codes to streamline industrial billing charges related to sampling, laboratory analysis, and inspections; and to repeal the existing sections being amended. ($0.00)
Body
WHEREAS, it is necessary to establish a new process to determine billing charges for sampling, inspection, and analytical costs for industrial users to modernize and simplify the process in conjunction with the implementation of new department-wide billing software; and
WHEREAS, the changes to Sections 1147.06, 1147.08, and 1147.11 of the Columbus City Codes will remove obsolete Columbus City Codes references and establish a simplified calculation to determine costs associated with sampling, inspection, and analytical costs for industrial users. The amended language sets out how industrial user charges are calculated instead of using a static rate table; and
WHEREAS, the changes to Sections 1147.06, 1147.08, and 1147.11 of the Columbus City Codes were reviewed and approved by the City of Columbus Utility Advisory Board on July 22, 2026; and
WHEREAS, it is necessary and appropriate and in the best interests of the health, safety, and welfare of the City, its inhabitants, and the operations of the Columbus Water & Power’s Division of Water Reclamation to amend Sections 1147.06, 1147.08, and 1147.11 of the Columbus City Codes to modernize and simplify the process for determining billing charges for sampling, inspection, and analytical costs for industrial users; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Sections 1147.06, 1147.08, and 1147.11 of the Columbus City Codes be and are hereby amended to read as follows:

SECTION 2. That existing Sections 1147.06, 1147.08, and 1147.11 of the Columbus City Codes are hereby repealed.
SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
