Explanation
Background
This legislation authorizes the Director of the Department of Finance and Management to sell one 2011 Vactor truck to the Solid Waste Authority of Central Ohio (SWACO) for a one-time payment of $20,000.00.
The Division of Fleet Management has identified one 2011 Vactor truck that is no longer required for City operations. Although the vehicle remains operational, its age and anticipated maintenance and repair needs support in its removal from the City’s active fleet. The vehicle will be sold in its current, “as-is” condition, and SWACO will be responsible for all maintenance, repairs, and associated costs following the sale.
This ordinance requests a waiver of the applicable requirements of Chapter 329 of the Columbus City Code governing the sale or disposition of City-owned personal property. The waiver would eliminate the requirement to offer the vehicle to other City agencies and the standard competitive bidding process, allowing the City to sell the truck directly to SWACO and expedite its availability for operational use.
Fiscal Impact: No funding is required as SWACO will provide a one-time payment to the City of Columbus.
Emergency action is requested to avoid delays associated with the City’s standard property disposition procedures, facilitate the timely transfer of the 2011 Vactor truck to SWACO, and expedite receipt of the $20,000.00 in revenue generated by the sale.
