Explanation

BACKGROUND:  This ordinance authorizes the transfer and expenditure of $84,980 within the General Fund for membership dues for various organizations of which the City is a member and subscription services to Gongwer.  The City maintains memberships with various national, state and regional organizations.  This ordinance authorizes payments to the National League of Cities, the Ohio Municipal League, the U.S. Conference of Mayors, the National Conference of Black Mayors, Government Finance Officers' Association, Gongwer, and the Central Ohio Municipal Alliance.  As a member of these organizations, the City of Columbus receives many benefits including seminars, publications, and access to a nationwide pool of municipal leaders who share similar challenges, concerns, and initiatives.

 

This ordinance is submitted as an emergency in order to make timely payments to these organizations. 

 

 

FISCAL IMPACT:

Funds were budgeted within the citywide account for this expense.

Body

WHEREAS, it is in the best interest of the city to maintain memberships in or subscriptions to the National League of Cities, the Ohio Municipal League, the U.S. Conference of Mayors, the Central Ohio Municipal Alliance, the Government Finance Officers' Association, the National Conference of Black Mayors, and Gongwer; and

 

WHEREAS, to maintain these memberships, the City of Columbus must pay dues totaling $84,980; and,

 

WHEREAS, funds are budgeted within the Department of Finance's citywide account for these memberships; and,

 

WHEREAS, an emergency exists in the usual daily operation of the Finance Department in that it is necessary to transfer funds within the General Fund, Department of Finance and to establish purchase orders to various organizations for payment of annual membership dues for the City of Columbus for the preservation of the public health, peace, property, safety and welfare; Now, therefore,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the Finance Director is hereby authorized and directed to transfer $84,980 within the General Fund, Fund 10, Department of Finance, Department 45-01 from Object Level One 10, Object Level Three 5501 to Object Level One Three, Object Level Three 3333.

 

Section 2. That the expenditure of $84,980 or so much thereof as may be necessary be and is hereby authorized from the General Fund, Fund 10, Department of Finance, Department No. 45-01, OCA Code 450015, Object Level One 03, Object Level Three 3333, to pay the cost of memberships in or subscriptions to the National League of Cities, the Ohio Municipal League, the U. S.Conference of Mayors, the Central Ohio Municipal Alliance, the Government Finance Officers' Association, the National Conference of Black Mayors, and Gongwer.

 

Section 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
