Explanation

 

BACKGROUND:  This legislation authorizes the Finance and Management Director to establish four (4) Universal Term Contracts (UTC) for the option to purchase Traffic Sign Posts and Street Name Sign Posts with MDSolutions Inc., Canuck Power Inc., Lightle Enterprises of Ohio, LLC and Eberl Iron Works, Inc.  The Division of Traffic Management is the sole user for Traffic & Street Name Sign Posts. Sign & Street Name Posts are used throughout the City to support traffic signs.  The term of each of four (4) proposed contracts would be approximately two (2) years, expiring July 31, 2027, with the option to renew for one (1) additional year.  The Purchasing Office opened formal bids on April 24, 2025. In addition, the expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO003264.                     

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 of the Columbus City Codes relating to competitive bidding (Request for Quotation No. RFQ030031). Four (4) bids were received. 

 

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

 

MDSolutions Inc.  CC# 005987 expires 03/26/2027, Items # 3 & 5-8, $1.00

Canuck Power Inc. CC# 052371 expires 6/13/2027, Items# 10, 11, 13, 15 & 17-25, $1.00

Lightle Enterprises of Ohio, LLC CC# 001505 expires 6/17/2027, Items# 1, 2, 4, 9, 12 & 14, $1.00

Eberl Iron Works, Inc. CC#021546 expires 4/16/2027, Item # 16, $1.00

Total Estimated Annual Expenditure: $90,000.00, Division of Traffic Management, the sole user

 

Emergency Designation:  The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because without this contract the ability to order essential traffic & street name sign posts will be unavailable.

 

The company’s are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  

 

FISCAL IMPACT: The expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO003264.   City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

Body

 

WHEREAS, the Traffic Sign Posts & Street Name Sign Posts UTC will provide for the purchase of various sizes and shapes of sign posts to support various types of roadway signs used throughout the City; and

 

WHEREAS, the Purchasing Office advertised and solicited formal bids on April 24, 2025 and selected the overall lowest, responsive, responsible and best bidders; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service to permit access to traffic and street name sign posts to support traffic signs in that it is necessary to authorize the Finance and Management Director to immediately enter into four (4) Universal Term Contracts for the option to purchase essential Traffic Sign Posts & Street Name Sign Posts, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is hereby authorized to enter into the following four (4) Universal Term Contracts for the option to purchase Traffic Sign Posts & Street Name Sign Posts in accordance with Request for Quotation RFQ030031 for a term of approximately two (2) years, expiring June 30, 2027, with the option to renew for one (1) additional year, as follows:

 

MDSolutions Inc., Items # 3 & 5-8, $1.00

Canuck Power Inc., Items# 10, 11, 13, 15 & 17-25, $1.00

Lightle Enterprises of Ohio, LLC, Items# 1, 2, 4, 9, 12 & 14, $1.00

Eberl Iron Works, Inc., Item # 16, $1.00

 

SECTION 2. That the expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO003264 of this ordinance to pay the cost thereof.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
