Explanation

This legislation authorizes the Director of Community Relations to accept, appropriate and expend money received from the Franklin County Department of Job and Family Services and then enter into contract with ARECS (African Refugee Educational and Cultural Services). This money will fund teaching English as a second language to African refugees, predominately Somalians, 18 years and older. The program will provide instruction for adults whose inability to speak, write or read the English Language substantially impairs their ability to find or retain employment. Formal bids were not solicited, therefore, this ordinance waives competitive bidding provisions.   

FISCAL IMPACT: $47,010.78 will be received from the Franklin County Department of Job and Family Services to fund the ARECS program. Money will be in Community Relations Special Grant Fund 220, Grant 406007 OCA 406007 OBJ LVL 03-3346.  ARECS will receive approximately $47,010.78. The money will be reimbursed for services rendered.

Body

WHEREAS, the Director of Community Relations desires to accept, appropriate and expend $47,010.78  received from the Franklin County Department of Job and Family Services; and

WHEREAS, the Director of Community Relations desires to enter into contract with ARECS to provide language services; and

WHEREAS, the training provided with these dollars will be of the highest quality; and

WHEREAS, an emergency exists in the usual daily operation of the Community Relations in that it is immediately necessary to authorize the acceptance of this grant and to enter into contract with ARECS to avoid interruption in necessary services, thereby preserving the public health, peace, property, safety and welfare; and now,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS.

SECTION 1.  That the Director of Community Relations be and hereby authorized to accept a grant in the amount of $47,010.40 received from Franklin County Department of Job and Family Services.

SECTION 2. That the Director of the Office of Education is hereby authorized and directed to enter into contract with ARECS to provide English language education  from May 17, 2006 to September 30, 2006

SECTION 3. That for the purposes of funding said program, $47,010.40 is hereby authorized to be appropriated to and expended from in the following manner: Community Relations Special Grants Fund 220, Grant 406007, OCA 406007 OBJ LVL 03-3346.

SECTION 4. That the provisions of Section 329.11 of the Columbus City Code are hereby waived. See attachment legis 1199-2006.doc

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part of hereof, this ordinance is hereby declared to be an emergency and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
