Explanation

 

BACKGROUND:

This ordinance will authorize the Director of the Department of Human Resources to accept a grant in the amount of $29,955.00 from the Ohio Department of Development for a TechCred Training Plan.

 

The Department of Human Resources submitted an application for the TechCred Program Grant.  The Ohio Department of Development approved the Department of Human Resources grant application in the amount of $29,955.00 for a TechCred Training Plan.  The effective date of the grant is February 1, 2025, and the end date is May 31, 2026.  The training plan consists of SQL Queries (all levels), Copilot for Microsoft 365, Tableau (all levels), and Python (all levels) credentials.

 

The Department of Human Resources shall complete and submit reimbursement requests as instructed by the Ohio Department of Development, including providing documentation that evidences the credential has been completed and invoices and proofs of payment of related costs.  The grantee shall submit reimbursement requests no more than once every 30 days during the grant period or within six (6) weeks of the credential being obtained.

 

The Department of Human Resources shall provide a status update on all approved credentials very four (4) months beginning on the effective date of the agreement or when submitted a reimbursement request, whichever is earliest.  The Status Report shall provide information as to whether the credential(s) is (i) in process, (ii) not started but will be completed by the project completion date, (iii) completed but not submitted for reimbursement, (iv) completed and submitted for reimbursement or reimbursed, or (v) canceled.

 

FISCAL IMPACT:

This ordinance will authorize the appropriation of $29,955.00 to Fund 2220 (General Government Grants Fund).

 

EMERGENCY DESIGNATION:

Emergency action is requested to accept and appropriate these funds from the Ohio Bureau of Workers’ Compensation for a TechCred Training Plan so it can be placed into service immediately.

WHEREAS, the City of Columbus, Department of Human Resources submitted an application for TechCred Program Grant; and

 

WHEREAS, the Ohio Department of Development approved the Department of Human Resources grant application in the amount of $29,955.00 for a TechCred Training Plan; and

 

WHEREAS, the training plan consists of SQL Queries (all levels), Copilot for Microsoft 365, Tableau (all levels), and Python (all levels) credentials; and

WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Department of Development for a TechCred Training Plan; and

 

WHEREAS, an emergency exists in that it is immediately necessary to authorize the Director of the Department of Human Services to accept the grant funds from the Ohio Department of Development and to appropriate the funds to the Department of Human Resources to avoid delay in the training plan and because the grant covers a period that actually began on February 1, 2025, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Human Resources is authorized and directed to accept a grant and enter into a contract with the Ohio Department of Development for the TechCred Training Plan.  The amount of the grant is $29,955.00.

 

SECTION 2. That from the unappropriated monies in the General Government Grants Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the subgrant award period, the sum of $29,955.00 is appropriated in Fund 2220 (General Government Grants Fund), from Dept-Div 4601 (Human Resources), Project G462500 (2025 TechCred Training Plan), in Object Class 03 (Purchased Services), per the account codes in the attachment to this ordinance.

 

SECTION 3. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 4. That the Director of the Department of Human Resources is hereby authorized and directed to accept any additional grant awards from the Ohio Department of Development for the TechCred Program Grant for the period of February 1, 2025, through May 31, 2026.

 

SECTION 5. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2025, any additional awarded funds are appropriated in Fund 2220 (General Government Grants Fund), according to notification of award or grant agreement by the grantor.

 

SECTION 6.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purpose of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
