Explanation

 

BACKGROUND:

This ordinance authorizes the Director of the Department of Development to enter into a capital contribution agreement with The Gladden Community House, a non-profit corporation, to provide funding for facility renovations which include but are not limited to repairs and improvements to the roof, front entrance, and lobby in an amount up to $155,000.00. These funds will ensure services to Columbus residents can be provided to the greatest possible extent. This ordinance also authorizes payment of eligible expenditures prior to the purchase order beginning October 1, 2025, through September 30, 2026. Payments will be advanced on a predetermined schedule provided in the terms of the agreement.

 

Emergency Action is necessary to ensure that payment per the commitment is made, allowing for the intended renovations to be completed per the organization’s construction schedule. Renovations will allow for the continuous provision of services to Columbus youth, families, and seniors through crucial after school services, familial case-management and support, and senior support services provided by Gladden Community House.

 

 

FISCAL IMPACTFunding in the amount up to $35,406.00 is available in existing cash within the Development Taxable Bond Fund. The remaining $119,594.00 will be funded from the Neighborhood Economic Development Fund.

Body

 

WHEREAS, The Gladden Community House is undergoing facility renovations which include but are not limited to repairs and improvements to the roof, front entrance, and lobby; and

 

WHEREAS, this ordinance authorizes the Director of the Department of Development to enter into a capital contribution agreement with The Gladden Community House, in an amount up to $155,000.00. to assist with these facility renovations; and

 

WHEREAS, it is necessary to authorize the transfer and expenditure within the Development Taxable Bond Fund in an amount up to $35,406.00; and

 

WHEREAS, it is necessary to authorize the appropriation and expenditure within the Neighborhood Economic Development Fund in an amount up to $119,594.00; and

 

WHEREAS, it is necessary to authorize reimbursement of expenses incurred prior to the execution of a purchase order, starting October 1, 2025; and

 

WHEREAS, it is necessary to also authorize advanced funds per a pre-determined schedule provided in the terms of the agreement; and

 

WHEREAS, an emergency exists in the daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into a capital contribution agreement with The Gladden Community House to ensure that payment per the commitment is made, allowing for the intended renovations to be completed per the organization’s construction schedule, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED by the Council of the City of Columbus:

                     

SECTION 1.   That the Director of the Department of Development is hereby authorized and directed to enter into a capital contribution agreement with The Gladden Community House for facility renovations on a predetermined advance payment schedule and authorizes the payment of eligible expenses beginning October 1, 2025 through September 30, 2026.

 

SECTION 2.  That the 2025 Capital Improvements Budget authorized by ordinance 1790-2025 be amended as follows to establish sufficient authority for this project:

SECTION 3.  That the transfer of $35,406.00 or so much thereof as may be needed, is hereby authorized within Fund 7739 (Development Taxable Bonds Fund), from Dept-Div 4410 (Housing), Project P782024-100000 to Dept-Div 4401 (Administration), Project P441804-100000, per the account codes in the attachment to this ordinance.

 

SECTION 4. The expenditure of $35,406.00, or so much thereof as may be needed, is hereby authorized in Fund 7739 (Development Taxable Bonds Fund), in Dept-Div 4401 (Administration), Project P441804-100000 in Object Class 06 (Capital Outlay) per the account codes attached to this ordinance.

 

SECTION 5. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2025, the sum of $119,594.00 is appropriated in Fund 2237 (Neighborhood Economic Development Fund), Dept-Div 44-01 (Administration), in Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

 

SECTION 6.  That for the purpose stated in Section 1, the expenditure in an amount up to $119,594.00, or so much thereof as may be needed, is hereby authorized in Fund 2237 (Neighborhood Economic Development Fund), Dept-Div 44-01 (Administration), in Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

 

SECTION 7.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 9.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 10.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 11.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same
