Explanation
BACKGROUND: By this resolution, City Council accepts the Capital Improvement Program (CIP), 2026- 2031, this was the primary guide for the 2026 Capital Improvements Budget. The CIP reflects the remaining priorities from the 2022 Voted Bond Package, as well as priorities identified in the 2025 Voted Bond Package.
FISCAL IMPACT: No impact.
EMERGENCY DESIGNATION: This resolution is considered an emergency in order for city departments to begin planning for current and future capital projects. This resolution is a companion to ordinance 2535-2026, the 2026 Capital Improvement Budget and provides the basis for new funding projects within the 2026 Capital Improvement Budget.

WHEREAS, a Capital Improvements Program is needed to provide information and guidelines for the consideration and adoption of the annual Capital Improvements Budget; and
WHEREAS, a Capital Improvements Budget for the year 2026 has already been passed by Council under a separate ordinance; and
WHEREAS, an emergency exists in the usual daily operations of the various city departments in that it is immediately necessary to plan for capital improvement projects by the adoption of the Capital Improvement Program for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Capital Improvements Program for the years 2026 - 2031, described in the attachments hereto and incorporated herein by reference, is hereby accepted as the primary guide for the consideration and adoption of the 2026 Capital Improvements Budget ordinance.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this resolution is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
