Explanation
 
 
BACKGROUND:
 
This legislation authorizes and directs the Division of Fire to conduct defensive drivers training for its employees.  Council members Kevin Boyce and  Michael Mentel have been working with the division and I.A.F.F. Local 67 to review existing resources. Defensive driving training, conducted under a nationally developed and tested train-the-trainer concept, will enhance the safety for both the firefighters and the public as firefighters respond to emergencies through traffic and negotiate streets with large, heavy equipment, thereby reducing accidents and making the division more effective and responsive.
 
Emergency action is requested to expedite the training program.
 
 
 
FISCAL IMPACT:
 
City Council set aside $2 million in its 2005 amendments for Public Safety initiatives. This ordinance taps $16,000 of that amount.         
 
 
Title
 
To authorize and direct the transfer of $16,000.00 within the General Fund and to authorize and direct the Division of Fire to establish and conduct defensive driving training for its employees; to authorize the expenditure of $16,000.00 from the General Fund; and to declare an emergency. ($16,000.00)
 
 
Body
 
WHEREAS, Council members Kevin Boyce and Michael Mentel have been working with the Division of Fire and Local 67 to review the division's resources and operations, and as a result of that work, now recommend the division establish and conduct enhanced defensive driver training under a train-the-trainer approach; and
 
WHEREAS, the Division of Fire will employ a nationally developed and tested training program: and
 
WHEREAS, City Council set aside $2 million in its 2005 budget amendments for Public Safety initiatives, $16,000 of which will support this progam; and
 
WHEREAS, the program is expected to improve the safety of both the public and the firefighters, rescue accidents, and enhance response time to emergencies; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, in that it is immediately necessary to establish said defensive driving training, for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the City Auditor is hereby authorized to transfer $16,000.00 within the general fund from the Department of Finance, Department 45, OL1 10, OL3 5501, OCA 904508 to the Division of Fire, Department 30-04, OL1 03, OL3 3336, OCA 301531.
 
SECTION 2. That the Public Safety Director be and is hereby authorized and directed to expend up to $16,000.00, or so much as may be necessary, for the provision of defensive driver training for the Division of Fire, from the General Fund, Fund 010, Division of Fire No. 30-04, Object Level One 03, Object Level Three 3336, OCA 301531.
 
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
