Explanation
BACKGROUND:
Recreation and Parks and the Franklin County Engineers have a long-standing cooperative working relationship in improving, cost sharing, and development of trail facilities. This agreement allows Franklin County Engineers to provide critical rehabilitation and spot improvements on an as-needed basis to CRPD for minor projects involving park bridges, approaches, and trail underpasses.

FISCAL IMPACT:
The expenditure of $300,000.00 is budgeted in the Recreation and Parks Voted Recreation and Parks Bond Fund.
Benefits to Public:
The agreement will provide increased safety, access, and significant improvements to the City’s trail system. The agreement will increase efficiency, cost effectiveness, and response time to rehabilitate Recreation and Parks-owned bridges.
Emergency Justification:
Emergency legislation is requested so that the agreement can begin immediately and allow rehabilitation projects to begin within the 2011 construction year.

To authorize and direct the Director of Recreation and Parks to enter into a Guaranteed Maximum Reimbursement Agreement with Franklin County Engineers for design and construction assistance on City-owned trails and bridges; to authorize the expenditure of $300,000.00; and to declare an emergency. ($300,000.00),
Body
WHEREAS, it is necessary for the Department of Recreation and Parks to enter into a Guaranteed Maximum Reimbursement Agreement with the Franklin County Engineers for the purpose of design and construction assistance on City-owned trails and bridges; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that construction can begin immediately for the preservation of public health, peace, property and safety; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and is hereby authorized and directed to enter into a Guaranteed Maximum Reimbursement Agreement pursuant to Section 186 of the Columbus City Charter with the Franklin County Engineers for the purpose of design and construction assistance on City-owned trails and bridges.
SECTION 2. That to pay the cost of said contract, the expenditure of $300,000.00 or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Voted Bond Fund No. 702 as follows:
Recreation and Parks Voted Bond Fund 702, Project 510316-100025 Pedestrian Bridges, OCA # 731625, Object Level 3 # 6680
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
