Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify the Bond-funded contract EL012635 with the Lutheran Social Services (LSS) by extending the contract termination date from December 31, 2012 to August 31, 2013. The additional time will allow the LSS Faith Mission to complete its scope of work including the repair of bathrooms in the men's emergency shelter. This agreement is part of the Emergency Shelter Repair Program which provides funds for emergency shelter facilities in need of repair in order to improve services to homeless individuals or families. Emergency action is requested to allow repair work to continue without interruption.
FISCAL IMPACT: No additional funds are needed for this modification.

To authorize the Director of the Department of Development to modify an Emergency Shelter Repair Program contract with Lutheran Social Services to extend the termination date to August 31, 2013; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to modify contract EL012635 with the Lutheran Social Services by extending the contract termination date from December 31, 2012 to August 31, 2013; and
WHEREAS, this modification will allow LSS Faith Mission to complete its scope of work including the repair of bathrooms in the men's emergency shelter; and
WHEREAS, an emergency exists in the usual daily operation of the Housing Division in that it is immediately necessary to modify said contract with Lutheran Social Services to allow repair work to continue without interruption, all for the immediate preservation of the public health, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify contract EL012635 with Lutheran Social Services by extending the contract termination date from December 31, 2012 to August 31, 2013.
Section 2. That this modification is made pursuant to Section 329.16 of the Columbus City Code.
Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor, or ten days after adoption if the Mayor neither approves nor vetoes the same.
