Explanation
 
BACKGROUND:
The metronet replacement project is divided into two phases.  Ordinance No. 1246-2004, passed July 12, 2004, was for phase one of the metronet core network replacement.  This legislation authorizes the Director of Technology to enter into the following contracts in connection with phase two of the metronet core network replacement.
 
Resource One: Computer Systems Hardware/Professional Services|  $312,000.00
GoldTech: Data Wiring Services| $3,000.00
Anixter:  Misc. components| $8,000.00
 
The aforementioned firms were selected to provide various services and hardware for this project.  Phase two will consist of replacing network equipment at remote locations citywide.  The work performed in phase two will prevent lengthy outages that can affect entire floors within city facilities as well as complete network outages for smaller remote locations. Resource One will be supplying hardware and professional services via the Cisco UTC contract with the City of Columbus.  GoldTech was selected using an informal bid process and will provide the wiring services.  Anixter will provide miscellaneous components.
 
EMERGENCY:  Emergency action is requested to ensure that this project is not delayed, thereby endangering various city systems.
 
FISCAL IMPACT:  Capital funds for phase two of the metronet core network replacement have been identified within the 2004 Cable and Information Services Bond Sale per Ordinance 1185-2004, passed on June 28, 2004.

Body
 
WHEREAS, the core network infrastructure of the city's metronet is in need of replacement, and
 
WHEREAS, the funds for the metronet core replacement project are available within the 2004 Cable and Information Services Bond Sale per Ordinance 1185-2004, passed on June 28, 2004, and
 
WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to implement phase two of the metronet core replacement to ensure that this project is not delayed, thereby endangering various city systems, for the immediate preservation of the public health, peace, property, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1:  That the Director of the Department of Technology be and is hereby authorized to enter into contracts with Resource One for computer systems hardware and professional services in the amount of $312,000.00, with GoldTech for data wiring services in the amount of $3,000.00, with Anixter for miscellaneous components in the amount of $8,000.00.
 
SECTION 2:  That for the purpose of paying the costs referred to in section 1, the expenditure of $323,000.00 or so much thereof as may be necessary from the Technology Department's information services capital improvements fund, fund 752, department/division number 4703, project number 470010, is hereby authorized as follows:

SECTION 3:  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to by an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or in ten days after passage if the Mayor neither approves nor vetoes the same.
