Background:
Proposals were received by the Recreation and Parks Department on February 17h, 2012 for the Blackburn Park & Indian Mound Park Spraygrounds Design , as follows:

Consultant shall provide architectural & engineering services to design a new sprayground at Blackburn and Indian Mound Parks, to prepare plans and specifications for bidding of the spraygrounds and for construction administration and supervision of the Blackburn Sprayground.    Services shall include the necessary inventories and evaluations, program development in conjunction with Department staff, reports, proposals, cost estimates, bid documents and construction administration services.

Body
WHEREAS, funds are being moved to alternate projects within Fund 702 to establish correct funding project detail location for the Blackburn Park & Indian Mound Park Spraygrounds Design; and
WHEREAS, the 2012 Capital Improvement Budget will be amended to reflect the fund transfers from projects within Fund 702; and
 
WHEREAS, services related to Blackburn Park & Indian Mound Park Spraygrounds Design; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that work may begin during the current construction season; NOW, THEREFORE
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Steve Kolwicz dba POD Design, LLC  for  professional services related to Blackburn Park & Indian Mound Park Spraygrounds Design.
 
SECTION 2. That the City Auditor is hereby authorized to transfer $198,000.00 within the voted Recreation and Parks Bond Fund No. 702 for the projects listed below:

SECTION 3. That the 2012 Capital Improvements Budget Ord. 0368-2012 is hereby amended as follows in order to provide sufficient budget authority for this legislation.

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 6.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
