Explanation

Background: This ordinance is in conjunction with the private, not-for-profit entity, Columbus Recreation and Parks Foundation (CRP Foundation), in partnership with Columbus Recreation and Parks Department (CRPD), to hire a consulting manager for the Columbus Recreation and Parks Foundation. The contract amount is $100,000.00, for the initial nine month period and year one of a three year agreement which will commence on June 1, 2023 and end on February 28, 2026.

The consulting manager’s primary objective is to set the strategic direction of the CRP Foundation and implement a plan that will take the CRP Foundation’s work to the next level. The consulting manager will lead the overall operations of the CRP Foundation, including strategic planning, budget management, fundraising, outreach, reporting, ensuring legal compliance, staff management, and reporting.

In addition, the consulting manager will be responsible for collaborating with companies or individuals operating in foundation relations, nonprofit management, fundraising, financial management, organizational development, and board advisory and governance.

Vendor Bid/Proposal Submissions: Proposals were advertised through Vendor Services, in accordance with City Code Chapter 329, on March 14, 2023, and received by the Recreation and Parks Department on April 14, 2023. Proposals were received from the following individual & companies:

According to City Code, a selection team evaluated the proposals and recommended that Stefanie Steward Young & Associates be selected to perform the work.  The firm was chosen based on their referenced projects, experience, qualifications, availability, timeline, and project approach.

Emergency Justification: After a two-year vacancy, emergency action is requested to ensure that the CRP Foundation has a managing consultant to lead and direct the CRP Foundation to ensure the achievement of its mission, financial viability, and long-term growth and overall stability of the organization.  Contract to commence June 1, 2023.

Benefits to the Public: This contract benefits the public significantly by ensuring that CRPF works with the Columbus Recreation and Parks Department to ensure more equitable and thriving communities through philanthropic efforts, fundraising, and government grants giving residents access to affordable recreational programs, and safe facilities that make their lives and communities great.

Fiscal Impact: $100,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with Stefanie Steward-Young & Associates to provide consulting management services for the Columbus Recreation and Parks Foundation; to authorize the expenditure of $100,000.00 from the Recreation and Parks Operating Fund; and to declare an emergency. ($100,000.00)

 

Body

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Department to enter into the first year of the three year agreement with Stefanie Steward-Young & Associates for foundation support services; and

 

WHEREAS, it is necessary to authorize the expenditure of $100,000.00 from the Recreation and Parks Department Operating Fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director of Recreation and Parks to enter into a contract with Stefanie Steward-Young & Associates commencing June 1, 2023 to ensure that the CRP Foundation has a managing consultant to lead and direct the CRP Foundation to ensure the achievement of its mission, financial viability, and long-term growth and overall stability of the organization all for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract for the first year of a three year Term in the amount of $100,000.00 with Stefanie Steward-Young & Associates, for foundation support services.

 

SECTION 2. That the expenditure of $100,000.00, or so much thereof as may be needed, is hereby authorized in Fund 2285 Recreation & Parks Operating Fund in object class 03 Contractual Services per the accounting codes in the attachment to this ordinance.

                     

SECTION 3. That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.

 

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
