Explanation

1.  BACKGROUND 

This ordinance authorizes the Director of Public Utilities to enter into a professional engineering services agreement with CTL Engineering of Ohio, Inc. for the Jackson Pike Substation Subsurface Investigation project, in an amount up to $335,743.68, for Division of Power, CIP No. 670901-100002.

 

The design of a capital improvement project to modernize the Jackson Pike substation was suspended when preliminary field investigations indicated the potential presence of subsurface void(s) indicative of Karst features. (Bedrock dissolving resulting in unstable ground.)  These findings raised concerns about the structural stability of the substation infrastructure.  The potential risk of ground subsidence and the resulting damage to critical electrical components necessitates a thorough investigation to accurately identify and address these subsurface conditions before proceeding with any further improvements at the substation.

 

This project will investigate the subsurface voids, determine their cause, and mitigation strategies should karst voids be confirmed.

 

The community area is “99 - City-Wide”.

 

TIMELINE & FUTURE MODIFICATION(S): 

The work is estimated to last approximately seven months but may take longer. The contract will start when a Notice To Proceed is issued and will end when the work is complete and accepted by the City.

 

ESTIMATED COST OF PROJECT: 

The negotiated professional services agreement amount is $335,743.68, including a 10% contingency amount that will be utilized to fund needed and approved changes in the work.  No contract modifications are anticipated at this time; however, construction exigency might later compel modification of this contract, if unforeseen difficulties are encountered.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT 

This project will determine the path forward for continuing the improvement/modernization efforts at the Jackson Pike substation to provide a more resilient and reliable power distribution system.  The improvements will improve reliability and result in fewer power interruptions to the customers served by this substation which will minimize any economic impacts due to power outages.

This project was formally advertised on the Vendor Services and Bonfire websites and opened 1/17/25.   One proposal was received:

The proposal was deemed responsive.  An evaluation committee reviewed the proposal and recommended that the Jackson Pike Substation Subsurface Investigation project be awarded to CTL Engineering of Ohio, Inc.

4.  CONTRACT COMPLIANCE INFORMATION

CTL Engineering of Ohio, Inc.’s contract compliance number is CC004209 and expires 5/13/2026. 

 

CTL Engineering of Ohio, Inc will not be utilizing any subcontractors.

 

5. FISCAL IMPACT 

Funding in the amount of $335,743.68 is available and appropriated within the Electricity Bond Fund, Fund 6303.  A transfer of cash and appropriation between projects within the Electricity Bond Fund is needed to align cash and appropriation with the proper project.

Body

WHEREAS, the Department of Public Utilities is engaged in the Jackson Pike Substation Subsurface Investigation project; and

 

WHEREAS, a Request for Proposals (RFP) was formally advertised on the Vendor Services and Bonfire websites and opened 1/17/25; and

 

WHEREAS, one proposal for the Jackson Pike Substation Subsurface Investigation Project was received in response to the RFP; and

 

WHEREAS, the evaluation committee reviewed the proposal; and recommended the contract be awarded to CTL Engineering of Ohio, Inc.; and

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to enter into a professional services contract with CTL Engineering of Ohio, Inc. for the Jackson Pike Substation Subsurface Investigation project; and

 

WHEREAS, it is necessary to transfer cash and appropriation between projects within the Electricity Bond Fund, Fund 6303, to align cash and appropriation with the proper project; and

 

WHEREAS, it is necessary to authorize an expenditure of funds from the Electricity Bond Fund, Fund 6303, to pay for the contracted services for the project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the transfer of $335,743.68 or so much thereof as may be needed, is hereby authorized between projects within the Electricity Bond Fund, Fund 6303, per the account codes in the attachment to this ordinance. 

 

SECTION 2.  That the Director of Public Utilities is hereby authorized to enter into a professional engineering services agreement for the Jackson Pike Substation Subsurface Investigation Project with CTL Engineering of Ohio, Inc., 2860 Fisher Road, Columbus, OH 43204, for an expenditure up to $335,743.68, in accordance with the terms and conditions of the contract on file in the Office of the Division of Electricity.

 

SECTION 3. That the expenditure of $335,743.68, or so much thereof as may be needed, is hereby authorized in the Electricity Bond Fund, Fund 6303 per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 7.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
