Explanation
 
This legislation authorizes the Director of the Office of Education to accept, appropriate and expend money received from the Franklin County Department of Job and Family Services and then to enter into contract with Trinity Baptist Church, Communities in Schools and the Columbus Urban League.  This money will be used for funding after school programs from September 27, 2005 through June 30, 2006.  The programs that the Office of Education enters into contract with will provide after school programming to low and moderate income working familes.  These programs are designed to give children a strong self image, increase academic ability and develop community responsibility.
 
FISCAL  IMPACT: $365,046.85 has been received from the Franklin County Department of Job and Family Services to fund after school programs.  Money will be in Education Special Grants Fund 291, Grant 400002, OCA 40002 OBJ LVL 03-3336.  The money will be allocated to each individual program as follows: Communities in Schools $154,836.00; Trinity  Baptist Church $64,109.77; and the Columbus Urban League $112,915.00.  $33,186.08 Administrative Fees. The money will be reimbursed for services rendered.

Body
 
WHEREAS, the Director of the Office of Education desires to accept, appropriate and expend $365,046.85 received from the Franklin County Department of Job and Family Services; and
 
WHEREAS, the Director of the Office of Education desires to enter into contract with Trinity Baptist Church, Communities in Schools and the Columbus Urban League to provide after school programming; and
 
WHEREAS, the programming provided with these dollars will be of the highest quality; and
 
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to authorize said acceptance, expenditure and entrance into contract to avoid interruption in necessary services, thereby preserving the public health, peace, property, safety and welfare; and now,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Director of the Office of Education be and hereby authorized to accept a grant in the amount of $365,046.85 received from the Franklin County Department of Job and Family Services.
 
SECTION 2.  That the Director of the Office of Education is hereby authorized and directed to enter into contract with Trinity Baptist Church, Communities in Schools and the Columbus Urban League to provide afterschool programming from September 27, 2005 through June 30, 2006.
 
SECTION 3.  That for the purpose of funding said afterschool programs, $365,046.85 is hereby authorized to be appropriated to and expended from the following fund and will be allocated in the following manner:
 
Education Special Grants Fund 291
Grant 400002
OCA 4002 OBJ LVL 03-3336
 
Trinity Baptist Church  $64,109.77
Communities in Schools  $154,836
Columbus Urban League  $112,915
Administrative Fees $33,186.08
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is herby made a part of hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
