Explanation
 
This ordinance authorizes an amendment to the 2000-2004 Consolidated Plan and an amendment to the Consolidated Plan's 2004 budget.  The city will receive additional HOME grant funds from the U. S. Department of Housing and Urban Development (HUD) for the American Dream Downpayment Initiative (ADDI).  These funds will provide additional monies for housing downpayment assistance with some housing rehabilitation allowed.
 
The city is amending the 2000-2004 Consolidated Plan to address the plan for conducting targeted outreach to residents and to ensure the suitability of families to undertake and maintain homeownership.
 
The city is amending the Consolidated Plan's 2004 HOME budget.
 
As required by the Consolidated Plan, a 30-day public notice has been published, appearing in the Columbus Dispatch on March 12, 2004 through April 11, 2004.
 
FISCAL IMPACT:  The city will receive $727,047 from HUD in new ADDI grant funds.
 
 
 
Title

Body
 
WHEREAS, under the provisions as set forth in the various federal statutes authorizing the above program, the City of Columbus has filed a five year Consolidated Plan application with the Department of Housing and Urban Development (HUD), to be used for community development activities; and
 
WHEREAS, in conjunction with the Consolidated Plan, the City is required to submit a one year "Action Plan" including a detailed "Use of Funds" for the various grants covered under the plan; and
 
WHEREAS, HUD has granted additional HOME entitlement grant funds for the American Dream Downpayment Initiative necessitating amendments to the City plans; and
 
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to authorize the filing of the aforesaid plan application, thereby preserving the public health, peace, property, safety and welfare; Now. Therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the City of Columbus hereby adopts the 2000-2004 Consolidated Plan Amendment and adopts the amended 2004 one year action plan for the HOME grant, as set forth in the attachment ORD0725-2004ADDI.
 
SECTION 2.  That the amended grant application for said plan as provided for in the federal statutes authorizing the Consolidated Plan Program is hereby adopted, and that the Mayor, acting on behalf of the City of Columbus, is hereby authorized and directed to file such application amendments with the U.S. Department of Housing and Urban Development.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
