Explanation
BACKGROUND    This ordinance authorizes and directs the transfer and appropriation of $2,023.50 from the Hazardous Materials Incidents Reimbursement Fund to the General Government Grant Fund to provide grant matching funds for the Division of Fire's grant award from Public Utilities Commission of Ohio (PUCO) for Hazardous Materials Training.  Ordinance 1306-2005 accepted the grant from PUCO in the amount of $18,211.50.

Emergency Designation:            This legislation is to be considered an emergency measure since it is imperative that grant matching funds be provided in the General Government Grant Fund in a timely fashion in adherence to the grant provisions.
 
FISCAL IMPACT:      Unencumbered cash is available within Hazardous Materials Incidents Reimbursement Fund for this grant match.
 
Body
WHEREAS,      funds are needed to accommodate a grant match for a grant award from PUCO for the Fire Division for Hazardous Materials Training; and
 
WHEREAS,      these funds need to be transferred and appropriated from the Hazardous Materials Incidents Reimbursement Fund to the General Government Grant Fund; and
 
WHEREAS,      an emergency exists in the usual daily operation of the Department of Public Safety, Division of Fire, in that it is immediately necessary to transfer funds for the aforementioned purpose for the preservation of the public health, peace, property, safety, and welfare; Now, Therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
Section 1.      That the City Auditor be and is hereby authorized and directed to transfer $2,023.50 on behalf of the Fire Division, Dept./Div.: 30-04, as follows:
 
Transfer From Hazardous Materials Incidents Reimbursement Fund 223; Subfund 075; OCA 632034; OL1 Code 03; OL3 Code 3336
 
Transfer To General Fund 010; OCA 903005; OL1 Code 10; OL3 Code 5501

Section 2.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
