BACKGROUND: This legislation authorizes the Director of Development to enter into contracts with Evolved Mechanical, LLC, Ohio Mechanical, Inc, TFH-EB Inc. dba Water Works, and American Mechanical Group, Inc. in an amount up to $163,555.34 using Housing Preservation Bond funds.
The department advertised RFQ020531 on Vendor Services seeking contractors to provide emergency mechanical repairs on November 22, 2021 with bids being due on December 16, 2021. The Emergency Repair Program is a home repair program operated by the Housing Division. The program was established to assist low and moderate income homeowners with plumbing, sewer repair/replacement, water line repair/replacement, hot water tanks, furnaces, and electrical issues that would impact a household remaining safely in their home. Most homeowners are at or below 50% AMI as defined by HUD with exceptions allowed up to 80% AMI.
Emergency action is requested to establish the contracts without delay in order to ensure program services can continue without interruption.
FISCAL IMPACT: Funding is available in fund 7739 Development Taxable Bonds.

To amend the 2021 Capital Improvement Budget; to authorize the City Auditor to transfer funds within the Development Taxable Bond Fund; to authorize the Director of Development to enter into multiple contracts with a total amount up to $163,555.34 with Evolved Mechanical, LLC, Ohio Mechanical, Inc, TFH-EB Inc. dba Water Works, and American Mechanical Group, Inc. to provide emergency mechanical repairs in accordance with RFQ 020531 for the Division of Housing’s Emergency Repair program, to authorize the expenditure of up to $163,555.00 from the Development Taxable Bond Fund; and to declare an emergency. WHEREAS, the Department of Development has advertised RFQ020531 on Vendor Services on November 23, 2021 seeking contractors to provide emergency mechanical repairs ; and
WHEREAS, the Emergency Repair Program was established to assist low and moderate income homeowners with emergency mechanical repairs that would impact a household remaining safely in their home; and
WHEREAS, the Director of Development will enter into contracts with Evolved Mechanical, LLC, Ohio Mechanical, Inc, TFH-EB Inc. dba Water Works, and American Mechanical Group, Inc to carry out program repairs; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into the contracts so program services can continue without interruption, thereby preserving the public health, peace, property, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the 2021 Capital Improvements Budget authorized by ordinance 2707-2021 be amended as follows to establish sufficient authority for this project:

SECTION 2. That the transfer of $163,555.34 or so much thereof as may be needed, is hereby authorized within Fund 7739 (Development Taxable Bonds), Dept-Div 44-10 (Housing) per the account codes in the attachment to this ordinance.
SECTION 3. That for the purpose as stated in Section 4, the expenditure of $163,555.34, or so much thereof as may be necessary, is hereby authorized in fund 7739 (Development Taxable Bonds), Project 782001-100000, Dept. 44-10 (Housing), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.
SECTION 4. That the Director of Development be and is hereby authorized to enter into contracts as follows:
Evolved Mechanical, LLC $40,000.00
Ohio Mechanical, Inc. $40,000.00
TFH-EB, Inc DBA Water Works $40,000.00
American Mechanical Group, Inc. $43,555.34
SECTION 5. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
