Whereas, it is necessary to transfer appropriation authority in the Electricity Operating fund between the Public Utilities Director's Office and the Division of Operational Support; and
 
Whereas, an emergency exits in the usual daily operation of the Department of Public Utilities in that it is immediately necessary to transfer the aforementioned appropriation authority for the immediate preservation of the public, health, peace, property, safety and welfare; Now, therefore;
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the City Auditor is hereby authorized and directed to transfer $383,808 in appropriation authority between Divisions 60-01 and 60-02 within the Electricity Operation Fund, Subfund 550 as follows (detail provided in attached excel file):

SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
 
 
Explanation
 
This ordinance authorizes the transfer of appropriation authority in the electricity operating fund between the Public Utilities Director's Office and the Division of Operational Support (DOS) in the Department of Public Utilities.  Ordinance 2089-2007 authorized the appropriation of authority to various divisions and departments for funds other than the general fund pursuant to the recommendations set forth in the Mayor's 2007 operating budget as amended by Columbus City Council.  Both the Public Utilities Director's Office and DOS received budget authority via this ordinance.  Due to a transposition in the division numbers in ordinance 2089-2007, there is excess authority in the Director's Office and insufficient authority in DOS.  Passage of this transfer ordinance will ensure both divisions have adequate funds in the electricity operating fund through the balance of the year.
 
Fiscal impact:
The fiscal impact of not making the changes described above is that the Division of Operational Support will likely experience budget deficits during the year, while the Director's Office will have excess budget authority at year-end in the electricity operating fund.
