Explanation
 
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into contracts with various social service agencies throughout Central Ohio. The total amount of the contract is $599,544.00 519,826.
 
This ordinance represents programs to be funded following the Department of Development's competitive procurement process. The legislation targets those social service agencies that will provide help and emergency assistance to families and households through access to the United Way and Mid-Ohio Food Bank; legal assistance provided by the Legal Aid Society; and health and intervention services offered by Maryhaven. This funding will allow the process to continue.
 
The legislation is an emergency due to the immediate need for program services.
 
 
FISCAL IMPACT: In 2005, a total of $2,796,111.00 has been allocated to fund social service programs through the General Fund.
 
 
 
Title
 
To authorize the Director of the Department of Development to enter into contracts with various social service agencies; to authorize the expenditure of $599,554.00 $519,826 from the General Fund; and to declare an emergency (599,554.00) ($519,826)
 
 
 
Body
 
WHEREAS, the Director of the Department of Development desires to enter into a contract with the United Way of Franklin County, the Legal Aid Society and  Maryhaven, Inc.; and
 
WHEREAS, the United Way of Franklin County, through its Operation Feed campaign is increasing the available food supply for low-income Franklin County residents; the Legal Aid Society is providing legal assistance to disadvantaged residents; and Maryhaven provides health and intervention services to residents of Columbus; and,
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to enter into contract with United Way of Franklin County, the Legal Aid Society and Maryhaven in order to preserve the public health, peace, property, safety, and welfare; NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Director of the Department of Development be and is hereby authorized to
enter into contracts with various agencies as listed in Section 3 for the period of February 1, 2005 through January 31, 2006 for the purpose of services for low income Franklin County residents.
 
Section 2.         That for the purpose as stated in Section 1, the expenditure of $599,554.00 $519,826 or so much thereof as may be necessary and is hereby authorized to be expended from the General Fund, Department of Development, Department No. 44-05, Fund 010, Object Level One 03, Object Level Three 3337, OCA Code 440280 as follows:

Section 3.      That these contracts are awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
 
Section 4.        That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
