Explanation

 

Background: Ordinance No. 0851-2025, passed by Columbus City Council on April 7, 2025, authorized the expenditure of $165,900.00 to enter into a grant agreement with South Side Thrive Collaborative to support the Parsons Avenue Outreach Program.

This ordinance is needed to modify the grant agreement and extend the grant agreement with South Side Thrive Collaborative through July 31, 2026.  This extension will allow South Side Thrive Collaborative to have adequate time to utilize approved funds.

 

Fiscal Impact: No additional funds are required.

 

Emergency Justification: Emergency action is requested to allow the South Side Thrive Collaborative to continue their Parsons Avenue Outreach Program work without interruption.

Title

Body

 

WHEREAS, South Side Thrive Collaborative (SSTC) is a non-profit organization with a mission of bringing people together to create a strong and resilient Columbus’ South Side; and

 

WHEREAS, the purpose of the Parsons Avenue Outreach Program is to build relationships with residents, businesses, service providers, and people accessing services along the Parsons Ave corridor while promoting public safety, cleanliness, general order, and access to coordinated services; and

 

WHEREAS, after ordinance passage it was discovered the South Side Thrive Collaborative would not have adequate time to utilize grant funds by the end date listed in the ordinance; and

 

WHEREAS, the current grant agreement ends April 30, 2026; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of Neighborhoods to modify and extend the grant agreement with the South Side Thrive Collective to prevent delays in on going projects needed to advance the Parsons Avenue Outreach Program, all for the immediate preservation of public health, peace, property, safety and welfare;  NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of Neighborhoods be, and hereby is, authorized to amend the grant agreement terms to extend the end date to July 31, 2026.

 

SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Code.

 

SECTION 3.  That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
