Explanation
This legislation authorizes the Public Service Director to enter into a contract in an amount up to $163,682.75 for the General Bridge Renovation Roberts Road (o) I-270 and Hilliard-Rome Road (o) I-70 project and to pay construction inspection costs up to $16,368.27 on behalf of the Public Service Department, Transportation Division.  This improvement details bridge construction on Roberts Road over I-270 and Hilliard-Rome Road over I-70.  The estimated Notice to Proceed date is October 27, 2006.  The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports and by the Builders Exchange.  Four bidders/suppliers were solicited (three majority, one minority) and four bids were received (three majority, one minority) and tabulated on September 22, 2006 as follows:

Award is to be made to DOT Construction Corporation, contract compliance number 34-0906785 (expiring October 2, 2008) as the lowest, best, most responsive and most responsible bidder.
 
Fiscal Impact:  Funding for this project is available and budgeted within the Transportation Division's 2006 Capital Improvement Budget in the 1995, 1999, 2004 Voted Streets and Highways Fund in the Bridge Rehabilitation project.
 
Emergency action is requested to allow construction to commence on October 27, 2006.  The contractor has been given 17 days to complete the construction of this project before the arrival of inclement weather.

Body
WHEREAS, bids were received and tabulated on September 22, 2006 for the General Bridge Renovation Roberts Road over I-270 and Hilliard-Rome Road over I-70 project and a satisfactory bid has been received; and
 
WHEREAS, it is necessary to provide for construction inspection costs; and
    
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division in that the contract should be awarded immediately so that the work may proceed without delay to complete construction before the arrival of inclement weather, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.   That the Public Service Director be and hereby is authorized to enter into contract with DOT Construction Corporation, 535 North Broad Street, Suite 5, Canfield, Ohio 44406 for the General Bridge Renovation Roberts Road over I-270 and Hilliard-Road over I-70 project for the Transportation Division in an amount not to exceed $163,682.75 and to pay construction inspection costs up to $16,368.27.
 
SECTION 2.  That the expenditure of $180,051.02 or so much thereof as may be needed be and hereby is authorized from Fund 704, the 1995, 1999, 2004 Voted Streets and Highways Fund, Department 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385 and Project 530301 (Bridge Rehabilitation) for construction of the General Bridge Renovation Roberts Road over I-270 and Hilliard-Road over I-70 project and associated inspection charges.
    
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
